Intro: Terre des Hommes Italy (TDH IT) is recruiting an M& E Officer to support the implementation of an Education project for Syrian Refugees and affected host populations in Mount Lebanon, funded by the European Union (‘the Madad Project’).
TDH IT is implementing the Madad project in consortium with AVSI (project lead) and War Child Holland. Together, the consortium will support formal and non-formal activities for preschool and school aged boys and girls (over 3 years old) in Lebanon and Jordan. Activities include school rehabilitation, remedial classes, foreign language classes, homework support and PSS activities.
Job Purpose:
With an anticipated start date of Mid-February 2017, TDH IT is seeking an experienced M&E Officer to support the M & E Manager and Data Team in designing M& E tools, and building the field team’s capacity in their use. S/he will be responsible for all data collection, and learning activities related to the project.
Key Responsibilities:
Support the development of the project’s M&E strategy, including data collection methods and reporting deadlines.
Under the supervision of the M&E Manager, provide relevant timely updates on targets (reports) against the project Logical Framework
Develop monitoring indicators and coordinate with project/field staff to collect data against these.
Provide project/field staff with M&E tools and support them in their use.
Provide capacity building trainings to staff on M&E and accountability topics.
Coordinate across different project components to ensure effective M and E implementation.
Suggest solutions to Project Managers to increase the project’s efficiency and effectiveness.
Monitor and evaluate overall progress on the achievement of results. Conduct field visits to evaluate project progress; conduct Focus Groups, establish complaints mechanisms, conduct interviews, design/distribute questionnaires and surveys.
Monitor the sustainability of the project's results.
Identify and formulate monitoring and evaluation findings, lessons learned and recommendations to project management.
Participate in regular meetings with the project team and wider project consortium in order to update and share project progress.
Develop evaluation plans/support project audits and external evaluations when requested
Assist with periodic statistical reports: monthly/quarterly or annual according to EU requirements.
Experience required:
Education:
University (Bachelors) Degree in any Social or Natural Sciences (i.e. Politics, Economics, International Development, Public Administration)
Experience and competencies:
Essential:
Minimum three (3) years previous experience in the design and implementation of M&E systems for development or humanitarian projects.
Experience in designing tools and strategies for data collection, analysis and producing reports.
Excellent ICT skills (including Excel and datasets).
Demonstrated ability to train and build the capacity of others in M and E topics.
Excellent knowledge of PCM and M&E methodologies.
Experience of report writing for development/humanitarian projects.
Desirable:
Experience of working on an EU funded project/knowledge of EU rules and regulations.
Experience of facilitating lessons learned sessions.
Experience of supporting Education and/or Child Protection projects.
