Protection Officer

TDH IT is implementing a project in favor of highly vulnerable Palestine and Syrian Refugee families and the hosting community, living in the Palestinian Camps and surrounding areas in Tyre and Saida aiming at: - Contributing to ensure humanitarian assistance and protection to the most vulnerable people amongst refugee community living in Palestinian Camps and gatherings in Lebanon (Saida and Tyr area). - Supporting vulnerable PRS, SRS and PRL households who are highly vulnerable and unable to meet their basic needs. Households in need of food assistance and/or shelter rehabilitation support, will be directly assisted by the project activities, while the families in need of protection support will be assisted through an ad hoc follow up (case management) and referred to the services providers available in the targeted areas. The Protection Officer will work extensively with other sectors, to strengthen the integrated nature of TdH-It protection and assistance programs in Lebanon. S/he weekly reports directly, or through the Project Officer's weekly reports, to the Project Manager.   Major Responsibilities in terms of Case Management, Referral and Follow Up. The protection officer will be responsible for: -       Ensuring the correct implementation of the case management system in collaboration with Project Manager -       Ensure the correct implementation of the internal SOPs in collaboration with the Project Manager -       Ensure the correct implementation of the referral mechanism -       Ensuring the full compliance with the National Case Management SOPs, referral mechanism and CM process -       Ensuring the full compliance with the Practical Guidance for National Case Management service and Child Protection Case Management Services in the Emergency Response, Interagency Guidelines for Case Management and Child Protection, Alternative Care in Emergencies (ACE) and Child Protection Minimum Standards (CPMS), and the compliance with UNRWA standards (if applicable) -       Ensuring that TDH IT Lebanon's work in this sector is fully aligned with the inter-agency approaches and tools/SOPs developed by the Protection in Emergency Working Group (UNHCR-UNICEF-MOSA) and its Case Management sub-working group and coordinated with UNRWA protection dpt. -       Designing a monitoring system/tools in order to monitor and evaluate the quality and the impact of the services provided; -       Liaising and collaborating with other CM actors and UNRWA protection dpt. -       Building the capacity of the Field Team on case management and protection, through training, follow up, coaching, etc. -       Participating in building the UNRWA referral system if required Major Responsibilities in terms of Awareness and Information activities The protection officer will be responsible for: -       In close collaboration with the Project Manager, setting-up the networking and coordination mechanism with NGOs and services providers in the areas, in order to set the awareness and information campaign -       Preparing  the FGDs questionnaire and training the project team on how to conduct FGDs in order to better address the beneficiaries needs in terms of information and awareness -       In close collaboration with the Project Field Staff and with Project Manager, designing awareness raising sessions and training staff on the effective implementation of those sessions -       Monitoring the activities implemented, ensuring that the Protection Standards are applied and supporting the team in detecting potential cases to be followed or referred to other agencies. Major Responsibilities in terms of representation, coordination and advocacy The protection officer will be responsible for: -       Coordinating with Project Manager to forge connections with key government counterparts at the ministerial level, UN, I/NGOs, human rights actors, municipal and other sub-national government actors. -       Representing TDH IT in sector meetings involving protection actors such as protection working group meetings (Protection working Group, CM task Force, CP/SGBV WG, inter-agency coordination meetings, and bi-lateral meetings.   Major Responsibilities in terms of Human Resources Management and Development The protection officer will be responsible for: -       In coordination with the Project Manager, defining the training needs of social/outreach workers and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs. -       Maintaining open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. -       Supporting the Management in monitoring that TDH IT It Child Protection policy and Code of Conduct are in place. Experience required: 3 to 5 years of professional work experience at national level in the Humanitarian relief context and Protection field, with proven experience in case management, referral and follow up activities. Previous experience in Protection it will be considered as a strong asset. Demonstrable understanding of humanitarian response, coordination mechanisms, humanitarian reform and action. Substantial experience in emergency and post-crisis environments Strong experience in community based protection mechanisms and Protection case management Experience in the implementation of Case Management and Referral guidelines Education / Training University and Master’s Degree field of Behavioural and Social Sciences, preferable in Social Work Vulnerability assessment, CP/SGBV, and Protection Case Management Security and hostile environment trainings are a target Knowledge & skills and Required Personal Characteristics (fitting into team, suitability for the job and assignment/mission) Ability to participate in the formulation of strategic documents for programming, engagement, and coordination involving organizations and Government. Experience in and knowledge of Syrian and Palestinian crisis situation and response is highly considered. High-level communication skills, including ability to speak formally, negotiate, demonstrate tact and diplomacy, and advocate for child protection issues with humanitarian community and authorities. Demonstrated experience in building capacity of teams and staff. Fluency in English, and Arabic. Excellent command in writing and editing documents in English and Arabic Commitment to the aims, principles and values of TDH IT. Ability to work well in a team and under pressure and in response to changing needs. Ability to plan well, set own targets and meet them. Ability to deal with difficult, often frustrating work situations A very high sense of discretion and integrity when dealing with protection cases High degree of responsibility, initiative, emotional stability, the ability to prioritize a heavy workload and to delegate accordingly, culturally sensitive Professional attitude and the ability to build successful working relationships Computer skills in MS Office (Word, Excel, Access, Outlook) Self-motivated, flexible and adaptable to the needs of the team and organization Strong commitment to support/develop capacity of local staff Team player Problem solving and leadership skills
