Protection Officer

INTRO The Protection Officer post is located in the Bekaa Valley Field Office based in Jdaideh, Lebanon and reports to the assigned Bekaa Valley Program Manager in Zahle. Working closely with technical officers and advisers and program specialist, the officer assists in fast tracking the implementation of a regional project within the TdH-It Bekaa Valley Program. The Protection Officer provides teaching services for schools and other educational groups (formal and non-formal education). The Protection Officer will be responsible for the development and implementation of protection programming in all locations. They will lead the design of protection monitoring methodology, M&E systems, training materials for protection and information project staff, and Standard Operation Procedures (SOPs) regarding the sharing of data with the UNHCR and other actors. The Protection Officer will ensure the quality of protection data collection and analysis and ensure that succinct and accurate protection reports are submitted to UNHCR and utilized to inform programming and advocacy both internally and externally. The Protection Officer will also be responsible for maintaining the TdH-It’s presence and leadership role in the Protection sector in Beirut and wider Lebanon by attending relevant working group meetings, networking with state and NGO actors in the protection sector and identifying potential partners for future programming. The Protection Officer will directly supervise 5 schools as well as provide program and technical oversight across project sites. The Protection Officer will work extensively with other sectors, to ensure that protection principles are being incorporated into the Lebanon sector programs, to strengthen the integrated nature of TdH-It protection and assistance programs in Lebanon. S/he weekly reports directly, or through the Project Officer's weekly reports, to the Program Manager. JOB PURPOSE Working in collaboration with other relevant Technical Officers, the Protection Officer will supervise project's implementation, coordination aspects and the day-to-day management of operations. S/he will perform regular assessment of the activities' quality of implementation and content amongst pupils of 5 schools. In addition, s/he will serve as the focal point for developing and strengthening partnership with relevant local institutions on specific issues related to the project. S/he will also provide strategic advice and ensure appropriate coordination specifically with the 5 schools, but not only, and various partners concerning the implementation of the initiatives. The candidate should be prepared to implement programming in remote and insecure environments. DUTIES AND RESPONSIBILITIES With the Protection team, establish clear targets and activity plans per school/ALP (accelerate learning program). Monitor the quality of the project educational activities defining methodological standards and ensuring that technical quality is considered during curriculum implementation Prepare and write final report on the evaluation of educational activities; Develop a paper concerning educational tools, best practices and way of implementation of education in emergency activities, to be used as TdH-Italy reference document in Lebanon. Be the lead focal point for the accelerated learning programme (ALP) and second shift learning component Evaluate the progress in learning and the learning abilities of the beneficiaries Supervise the organization of awareness training on children’s right and on the importance of education and positive discipline among the target population; Be the representative of TdH-It towards local, national and international institutions and organization according to the Project Officer indications and in line with TdH-it’s protection strategy; Participate in coordination meetings with national and international institutions and education cluster where appropriate; Analyze technical added-value and project impact; set up technical evaluation exercises during and following implementation. Program management Provide strategic direction and vision to the TdH-It’s Protection programming in Lebanon, with an emphasis on maintaining program quality during a period of expansion. Ensure that all interventions are in compliance with the TdH-It’s protection mainstreaming framework, international law and protection standards and national policies. Oversee implementation of the Protection Monitoring and Information Dissemination program through managing project work plans and budgets (budget forecasting, development of spending plans and budget follow-up), ensuring quality implementation, timely and accurate reporting in accordance with TdH-It and donor regulations. Ensure that monitoring and evaluation systems are effectively designed and integrated into all stages of the project; that output and impact data are captured and that data is used to optimize program quality. Participate in cross-departmental collaboration and coordination in order to ensure that linkages between programs are made and programs gain from protection best practice; in particular with regular contact and coordination with Officers and Managers in Child Protection, Psycho-Social Support and Education. New business development Develop the Protection sector strategy for Lebanon in close collaboration with the Education Officer and Psycho-Social Support Officer, Project Officer, Program Manager other protection sector staff. Identify opportunities for, design and develop concept notes and proposals for further protection programming, including follow-on UNHCR funding for 2015, and other protection programming as requested. Develop and/or input into protection assessments and protection reporting analysis for the purpose of program development. Provide Protection input on proposals from other sectors to ensure protection is mainstreamed across TdH-It programming Representation, coordination and advocacy Coordinate with Project Officer and Program Manager to forge connections with key government counterparts at the ministerial level, UN, I/NGOs, human rights actors, municipal and other sub-national government actors. Represent TdH-It in high level and strategic meetings involving protection actors such as protection working group meetings, inter-agency coordination meetings, and bi-lateral meetings. Regularly coordinate with internal program and operational stakeholders, the Protection Advisor, Women’s Protection and Empowerment, Child Protection, Economic recovery and Development, Education and other TdH-It colleagues. In collaboration with the Project Officer and Program Manager and regional advocacy team, ensure that the protection program delivers on advocacy goals as articulated in the country wide advocacy strategy. Human Resources Management and Development Clearly define the training needs of social/outreach workers and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs. Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans. Provide leadership support for the successful implementation of and adherence to the TdH-It's HR Manual. QUALIFICATIONS Advanced university degree in Law, Human Rights or a related field; 3 to 5 years of relevant progressively responsible professional experience, including experience at the field level, preferably with exposure to the NGO system; 3 years experience implementing protection programming including experience in emergency or post-conflict project management Demonstrated teaching and training experience required; Experience in project understanding, coordination, and monitoring; Excellent collaboration skills with local, national, and civil society stakeholders; Strong personnel leadership skills, particularly mentoring skills; Experience in working with a diverse team; Strong writing and demonstrated critical thinking skills; Ability to communicate in Arabic, fluency in English required; French preferred; Previous work experience in Bekaa Valley a plus; Computer skills in MS Office (Word, Excel, Access, Outlook); Demonstrated experience using international human rights standards in protection programming; Demonstrated experience implementing M&E programs; Strong strategic thinking and proposal writing skills; Strong leadership, staff and budget management and capacity building skills; Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, team player; Ability to live and work under stress and in insecure environments while maintaining a sense of humor. Experience implementing integrated programming which focuses on meeting the needs of children is desired. Experience in implementing programming that utilizes ICT, including in the management and monitoring of SMS based systems is desired.
