Re-Post Case Management Supervisor/coordinator

INTRO  Terre des Hommes Italia (TDH IT), member of Terre des hommes International Federation, works in 21 developing countries implementing projects and activities for the benefit of more than 2 million people (2015). We implement relief and mid-term programmes and projects in the fields of education, primary health, protection, PSS and child rights. Terre des Hommes Italia works in Lebanon since 2006. Since then it has implemented several educational, protection and livelihood interventions in the most deprived areas of the country and in the Palestinian refugee camps.  Since the onset of the Syria crisis, Terre des Hommes has provided support to the Syrian refugee families fleeing their country and looking for a shelter in Lebanon, thanks to the support various donors (ECHO, UNICEF, UNHCR, Italian Ministry of Foreign Affairs and International Cooperation, Agenzia Italiana per la Cooperazione allo Sviluppo- AICS). In Bekaa Terre des Hommes has been partnering with UNICEF, and other private donors, since 2012, targeting refugee and vulnerable children and their families with a range of actions focused on non-formal education and protection. The established Child Friendly Spaces in Arsal and Jdeide developed into Community Centers with center-based (including focused PSS and Case Management) and outreach activities (mobile unit,  establishment of Child Protection Committees, awareness activities etc). In 2015 thanks to the cooperation with the Lebanese Ministry of Social Affairs, the programme expanded to several locations in Bekaa (Hermel, Qaa, Mashari'a al- Qa'a, Qasr) and in Mount Lebanon (Aley, Jbeil, Kfarnabrah). In 2017 the programme will further expand so as to include new locations. Within this context Terre des Hommes Italia is looking for hiring an experienced Case Management Supervisor/Coordinator, fully acquainted with the National SoPs for Case Management. The case management service aims to respond to the needs observed within the TDH operational areas over the past 3 years. Survival sex, domestic violence, violence in schools, neglect and lack of access to services, child labor, children with disabilities, children showing PS distress, unaccompanied or separated children, denial of humanitarian access to children are the main problematic issues that the project intend to address through individual case management. The component is developed in strict coordination with the center-based and outreach Psychosocial activities developed by Terre des Hommes Italia in collaboration with MOSA, municipalities, the refugee and the hosting community in 4 community centers, 6 SDCs and in outreach. Major Responsibilities:  Under the direct responsibility of the Project Manager, and in close collaboration with the CM Specialist, the CM supervisor will:  Supervise and monitor the Case Management process and ensure that cases under assistance receive all the care and support needed; Ensure and monitor the correct documentation of cases through review of files and databases. Ensure confidentiality of information, and that data protection and information-sharing protocols are respected. Review staff caseloads to ensure they are manageable and share challenges with senior management Support individual cases where required and provide regular monitoring of all aspects of case management services; Ensure that staff gaps do not result in breaches in the support to beneficiaries, and support CM Specialist in addressing such issues in the capacity building plan; Review, analyze and report on trends in the case management to inform programming Facilitate and attend case conferences for complex cases. Ensure case conferences are called involving relevant stakeholders; Ensure the dissemination of information from senior management to CM team; Ensure access to activity material and  logistic support, and set eligibility criteria for material in collaboration with the Project Manager; Provide briefings on child safeguarding and appropriate behavior with children to all case management staff. Ensure any concerns are reported and addressed immediately. Assist the CM Specialist and CP Expert in developing capacity building plans; Monitor the case management process using the supervisor’s supervision and monitoring tools  Conduct weekly case management meeting with CM team to ensure the dissemination of important information from the field and other sectors in the area. Enhance the capacity of TDH IT to safely identify and refer CP and other vulnerable cases; Ensure the implementation of the internal and National SOPs, guidelines, referral and coordination mechanisms for assistance to children; Support the CM Specialist in providing technical advice to case workers on the identified cases; Ensure that the identified and referred cases are followed up in an agreed time frame; Other duties  • Collaborate closely with the CM Specialist • Coordinate and collaborate with CP project manager and CP field team • Attend CP working group and sub groups meetings as required • Consistently and proactively monitor/assess the safety and security of oneself; promptly reporting concerns or incidents to    management and liaising with community leaders and other external parties as required to maintain/enhance the security  environment for programs • Reporting as required • Other duties as assigned by the Project Manager • Maintains the highest standards of professional conduct  Key Working Relationships:  Position Reports to:  Project Manager Technical reference/Indirect Reporting: CM Specialist Collaborates with: CM Specialist Other Internal and/or external contacts: Internal: other members of the Case Management team and members from other TDH IT programs in the field   External: local partner –Other NGOs/INGOs  Qualifications and experience A university degree in social and behavioral sciences, preferable Social Work At least 2 years of experience in Case Management Proven experience in Child Protection Demonstrated experience and training in staff management; Ability to formulate strategic documents for programming, engagement, and coordination involving organizations and Government. Ability to work well in a team, under pressure and in response to changing needs. Experience in and knowledge of the Syrian situation and response is considered a strong asset. High-level of communication skills, including ability to speak formally, negotiate, demonstrate tact and diplomacy, and advocate for child protection issues with humanitarian community and authorities. Experience in building capacity of teams and staff. Fluency in English and Arabic. Commitment to the aims, principles and values of TDH IT. Ability to plan well, set own targets and meet them.
