Intro: Terre des Hommes Italy (TDH IT) is recruiting a Data Manager to support the implementation of an Education project for Syrian Refugees and affected host populations in Mount Lebanon, funded by the European Union (‘the Madad Project’).
TDH IT is implementing the Madad project in consortium with AVSI (project lead) and War Child Holland. Together, the consortium will support formal and non-formal activities for preschool and school aged boys and girls (over 3 years old) in Lebanon and Jordan. Activities include school rehabilitation, remedial classes, foreign language classes, homework support and PSS activities.
Job Purpose:
With an anticipated start date of Mid-February 2017, TDH IT is seeking an experienced Data Manager to support the Madad M & E Manager, M & E Officer and the wider project team with data collection and analysis. The Data Manager will be responsible for the development and implementation of Data collection and analysis in different project areas in Mount Lebanon. S/he will lead the design of the project’s Data monitoring methodology, training materials for project staff, and Standard Operation Procedures (SOPs) for data collection from the field. The Data Manager will ensure the quality of data collection and analysis and provide regular accurate Data reports to the project Coordinator or Manager. Finally, s/he will perform regular assessments of data quality in regards to the project activities.
Key Responsibilities:
Manage the use, maintenance and technical support of databases; plan and oversee data collection; conduct data input and verifications; produce standard and ad hoc reports.
Responsible for the beneficiaries’ database; oversee data input and reporting in close collaboration with data officers.
Train TDH IT staff, as well implementing and consortium partner staff, in data management.
Archive and backup database systems; ensure security of databases and perform database administrator functions.
Ensure field staff are following the correct data flow and using the correct monitoring tools based on the project indicators.
Provide continuous support and training for project staff in data issues, especially in using the Open Data Kit (ODK) system and relevant software.
Train project staff in the use of monitoring tools, when required.
Support data collection and ensure accurate and complete supporting documents are collected and stored.
Write reports on the evaluation of data collection, aggregation and interpretation of activities.
Act as TDH IT’s Data representative for local, national and international institutions; participate in coordination meetings where required.
Participate in cross-departmental collaboration and coordination in order to ensure that linkages between programs are made and programs gain from data collection best practice.
Cross check the project data entry and supporting documents when required.
Prepare the project dossier during the monitoring and evaluation visits of the donor.
Must be prepared to travel within and outside the organization to make presentations concerning data management
Experience required:
Education:
Advanced University Degree in Information System Management, Statistics or a related field.
Experience and competencies:

3 to 5 years relevant professional progressively responsible experience in data management.
Experience with Open Data Kit (ODK) and Technical GIS knowledge.
Experience in project design, coordination and monitoring.
Excellent collaboration skills with local, national, and civil society stakeholders.
Strong personnel leadership skills, particularly mentoring skills.
Experience in working with a diverse team.
Strong writing and demonstrated critical thinking skills.
Advanced computer skills.
Desirable:
Preferred; Previous experience with an NGO.
Experience of working on an EU funded project/knowledge of EU rules and regulations.
