Within the framework of the humanitarian response to the Syrian Crisis in Lebanon, TdH It is looking for a Security Advisor to join our team in order to ensure adequate security risk management, monitor the overall security situation and provide, contribute to Risk Analysis and Contingency Planning of the mission and support/advice to staff and management in their effort to ensure the safe and efficient delivery of programmes to staff, local and displaced communities alike.
Main duties and responsibilities
Security
Support and Advice the CD (Country Delegate or Head of mission and Overall Security responsible) in preparing SOP/SMP (security management plan) and contingency planning, including context analysis (General Assessment and Specific Security Risk Assessment)
Support/Advice the Security Officers in coordination with the CD
Assist in the management of security incidents and crises, provide timely and accurate incident reports and analysis, and support organizational lessons learned
Support the CD and Management in establishing/ reinforcing relations with the representatives of the different stakeholders in terms of security management and mitigation measures
·Monitor the overall staff movements and the tracking systems and provide regular info to staff on safety of their movement, especially when moving to the field
·Collect, verify, analyze and report information that may affect the Organization operation
Act as the local focal point for security co-ordination and information sharing between with Base Security Officers
Conduct continuous security assessments and Risk Analysis of operating environment and through collecting information from relevant sources in the different areas of operation and from the base security offices located in other areas/offices
Advice the CD in provide security clearance to staff after or during crisis
Conduct site assessments and advise on mitigation measures
Actively participating in Security coordination meetings with UN, NGO’s, SSCL, government bodies, establishing a network of contacts
Provide regular security reports to CD and support the CD in its analysis of broader security related conditions.
Provide operational security briefings and new and visiting staff
Inform and update staff on security developments and condition, also through coordinating the Base Security Officers
·Provide regular SITREP report, briefings and updates to Management, including tracking security incidents and developments
Explore all possible sources of information and establish network at all levels
Liaise with the national partner’s Security Staff
Assist in training on security procedures as required for program staff
Coordination/Supervision
The Security Advisor will report directly to CD or its deputy and will
Work closely with the CD, its Deputy and Project Managers, and
Coordinate data flow from Security Officers
Ensure correct and continuous data flow and support to the CD and Project Managers, in order to support the safe and efficient delivery of activities in area of operations.
Provide information and advice to the Country Delegate in order to follow-up the security country condition
Support with his information and data the enforcement of security and advice the CD
Qualifications, experience and competencies
University degree in a field related in Social Sciences, Law or Security Management or equivalent experience in a related field.
At least 3 years of experience working as security Officer/advisor or related position. Documented equivalent combination of relevant experience and formal education may be considered appropriately.
Experience in Elaborating SoP
Coordination skills
Perfect command of Arabic and English. Knowledge of French (strongly recommended), please mention it in the CV.
