Threads of Peace (House of Peace – HOPe) is seeking qualified individual consultants or consultancy teams to conduct an external evaluation of its Social Peace and Conflict Sensitivity Program implemented in Lebanon between 2022 and 2025. The evaluation will assess the program’s relevance, effectiveness, efficiency, impact, sustainability, and coherence in line with OECD-DAC criteria, while also reviewing selected aspects of organizational and institutional capacity to support learning, future programming, and strategic decision-making.
The evaluation will cover interventions implemented across Lebanon and will be conducted using a mixed-methods, participatory approach. This includes a desk review of key documents, key informant interviews, focus group discussions, and field visits to project sites. The assignment aims to generate evidence-based findings and practical, actionable recommendations.
The selected consultant(s) will be responsible for delivering an inception report, a draft and final evaluation report, and facilitating a validation workshop with key stakeholders.
