PROJECT EXECUTIVE SUMMARY 

The Conflict Sensitivity Unit aims at advancing the Conflict  

Sensitivity approach among local NGOs, INGOs, activists, Social Initiatives, and Volunteers. By mainstreaming the CS through training, follow-ups, and leading the Lebanon Conflict Sensitivity Forum.

Program Officer: 

Job Brief: 

The conflict sensitivity program officer is part of the program team and the CS Unit that is entrusted with advancing the principles of conflict sensitivity and mainstreaming it within HOPe and with HOPe’s partners. The officer will be a CS co-trainer and then a trainer delivering and facilitating CS training, taking care of the procurement procedures, doing reports, coordinating and networking for new partners, as well as supporting in tools development. 

 

Roles and Responsibilities: 

Activity/Field Roles: 

  • Trainer and Co/trainer for CST0, CST1, CST2:  
  • Conflict Sensitivity Training (CST) Trainer: Facilitate tools that can help organizations’ staff members to have critical thinking and a conflict-sensitive approach towards social interventions and take concrete steps regarding their programs and organizations. (Stop, Start, adjust, Continue). The trainer will be responsible for the follow-up meetings with organizations. The trainer will add the observations to the training report.  
  • Conflict Sensitivity Training (CST) Co/Trainer: To assist in delivering CST with local NGOs, INGOs, volunteers and preparing logistics, reports, and all required documents (Attendance sheets, Baseline and Endline assessments, Workshop data form…). 
  • Conflict Sensitivity Training for Volunteers Trainer/Co-Trainer: facilitate tools focusing on behaviours/attitudes/actions and their impact on the context, helping volunteers come up with their own CS guidelines/steps. 
  • Conflict Sensitivity Training Level ll Co-Trainer: Assist in delivering CS training with NGO staff who have attended CST l and/or senior management covering a systemic conflict analysis, implicit ethical messages, resource transfer, program analysis in a holistic way, followed by an action plan. 

Officer:

  • Unit Work plan Organiser: To support the unit coordinator with the Unit plan and participate in applying the activities in the plan as a trainer. And to give feedback to the coordinator about the training and the plan when needed.   
  • Unit Archiver: Support the unit coordinator in collecting and documenting CS unit documents, such as training reports, M&E tools and procurement documents, etc.   
  • Meeting Note Keeper CS Unit: To document the unit meetings and to share with the general unit members all important points discussed throughout the unit meeting during the general weekly meeting. 
  • Program Developer: Scaling up the impact of the HOPe CS project by improving existing tools, training and programs, and supporting developing new ones as per the observation, and the needs-based on HOPe strategy with the unit and with the content developer person.  
  • Relationship builder: To build on the existing network circle that HOPe have and coordinate with targeted organisations, and voluntary groups who will benefit from this program, and to build good relationships with new organisations, and voluntary groups that are interested to benefit from this program.
  • Unit Procurement: Responsible to prepare procurement requests for the training and LCSF meetings when needed and closing them with the unit coordinator according to the procurement procedures and policy. 

LCSF: Lebanon Conflict Sensitivity Forum 

  • Assist in meetings facilitation. 
  • Prepare detailed report per each meeting. 
  • Assist in preparing the meetings’ topics and outlines. 

 

Support Roles: 

  • Unit Progress Tracker: supporting coordinator in the monitoring progress of work according to project targets as per the log frame in the approved proposal. 
  • Eco Friend: To promote and support eco-friendly practices at the HOPe office in particular and the field of work in general. 

 

Requirements and qualifications: 

  • Good spirit. 
  • Bachelor degree in a relative field. 
  • Minimum of 4 years of proven experience in the humanitarian field.  
  • Develop new tools. 
  • Perfect command of spoken and written English and Arabic. 
  • Notable time management and organizational skills. 
  • Ability to work in partnership with local communities and NGOs. 
  • Teamwork and cooperative attitude. 
  • Problem-solving, and communication skills. 
  • Good computing skills. 
  • Additional requirement for non-Lebanese nationals: permit of residence in Lebanon is required.
