Project Lead Consultant

Threads of Peace is seeking a qualified Project Lead Consultant to provide technical leadership and coordination for the implementation of a Women’s Peace and Humanitarian Fund (WPHF) funded project.

The selected consultant will be engaged through a professional service agreement for the duration of the project and will not be considered an employee of Threads of Peace. The consultant will be responsible for delivering the required services, outputs, and coordination functions in accordance with the agreed scope of work and project objectives. The assignment will support project planning, implementation, stakeholder engagement, reporting, budget oversight, and donor compliance throughout the project period.

Key Responsibilities:

  • Lead the formal project kick-off, review, and close-out meetings in line with project cycle management standards
  • Develop the project’s comprehensive workplan, detailing activities, timelines, responsible parties, and interdependencies
  • Support budget planning, expenditure monitoring, forecasting, and compliance tracking in coordination with the Programs Manager and Finance Department
  • Lead the development of the project’s detailed procurement and supply chain plan in collaboration with logistics teams
  • Ensure timely decision-making on operational matters within approved plans and escalate strategic or budget deviations to management
  • Oversee the daily execution of all planned project activities to ensure timely progress toward deliverables
  • Coordinate and provide technical guidance to project staff, consultants, volunteers, and participants assigned to the project
  • Ensure all project staff and participants adhere to operational policies, safety protocols, and field-level SOPs
  • Act as the primary administrative and operational focal point for the project, coordinating with internal departments and external stakeholders
  • Establish and maintain clear communication and coordination channels with UNDP focal point and any project partners, ensuring smooth collaboration
  • Represent the project and Threads of Peace in coordination meetings and external engagements when required
  • Draft, consolidate, and submit all project narrative reports, ensuring accuracy and completeness.  
  • Track all project expenditures against the budget and provide regular financial forecasts, flagging potential overspending or underspending.  
  • Develop and implement a comprehensive project risk management plan, updating it regularly based on changing contexts.
  • Chair regular project cycle management meetings to review progress, challenges, and adaptation needs.
  • Manage project-related contracts and Memorandum of Understanding (MOUs), ensuring compliance with legal and donor requirements.
  • Ensure the systematic archiving and management of all project documentation for audit readiness and institutional memory.
  • Coordinate project audit and evaluation processes in partnership with MEAL and finance teams.
  • Resolve operational, logistical, and administrative bottlenecks affecting implementation through proactive coordination
  • Provide regular, structured progress updates to the Programs Manager, including narrative, financial, and risk-related information
  • Ensure project resources and assets are managed effectively, transparently, and according to donor regulations
  • Facilitate timely and efficient logistical arrangements for high-level field visits, donor delegations, and special events.
  • Ensure alignment of implementation with project indicators and results framework in coordination with the MEAL team.
  • Ensure delivery of project outputs and outcomes within agreed timelines, budget, and quality standards.
  • Co-facilitate activities and trainings, and lead follow-up with community-led initiatives, ensuring quality implementation, positive group dynamics, visibility through media, and any required coordination.

Required Qualifications:

• Bachelor’s degree in Social Sciences, Development Studies, Peacebuilding, International Relations, Public Administration, or a related field. Master's degree is an asset.
• Minimum 3-5 years of relevant experience in project management or coordination.
• Demonstrated experience managing donor-funded projects.
• Experience in budget management, financial tracking, and operational processes.
• Strong understanding of conflict sensitivity and Do No Harm principles.
• Excellent communication, coordination, and reporting skills.
• Fluency in Arabic and English is required. French is an asset.

Duty Station: Beirut with regular travel to Tyre and South Lebanon.
