Data Entry Clerk At Roumieh Central Prison

Roumieh prison is the largest prison with around 3,500 inmates (around 60% of total inmates). A medical centre is established in Roumieh, with nurses and general physicians available 24/7. Prisons, particularly Roumieh, suffer shortage of medical staff especially nurses. This situation hinders equitable access to timely health (and mental health) care to all inmates.

The first confirmed case of COVID-19 in Lebanon was reported on 21 February 2020. The first positive cases amongst inmates in Roumieh were reported on 11 September 2020. A plan for COVID-19 preparedness and response was developed for Roumieh prison following coordination with key stakeholders intervening in the context of COVID.

Roumieh central prison hosts 6 buildings (A, B, C, D, G, and Blue House). Building G is used for quarantine of inmates before admission to the other buildings and also for isolation of inmates with positive COVID-19 status. The Blue House is the building that hosts inmates with mental disorders and those with HIV positive status. 

A team of nurses and family physicians has been visiting the different buildings to conduct a comprehensive assessment of inmates, starting with those suffering from chronic conditions, those who are above 50 years of age, etc. This is in preparation for the development of the Electronic Health Record for prisons. In addition, a set of medical equipment were procured to Roumieh clinics, based on the minimum requirements for Primary Health Care centres.

A software for electronic health record is being developed by ISF, in coordination with WHO, MOPH, UNODC, and ICRC. In preparation for the electronic health record, paper-based inmates’ records need to be computerized in order to facilitate its merging in the system. For this, we are proposing to sub-contract a nurse aid / data entry officer.

Key responsibilities:  

  • Liaise with nurses working in the different buildings to arrange inmates’ medical files for data entry.
  • Enter the data from the inmates’ medical files and scan the medical file, following a clear procedure for data entry, scanning, naming of files, etc.
  • Verify data and review where necessary.
  • Keep electronic medical records up to date by entering data regularly.
  • Comply with data integrity and security guidelines.
  • Follow up on administrative procedures as needed in order to facilitate access to needed information in case of incomplete medical file or untimely follow up. 
  • Assist in other data entry and nurse aid tasks as needed.

The candidate is also expected to attend training days and induction as well as participate in relevant meetings as needed.

Deliverables:  

  • Deliverable 1: Enter data from inmates’ medical files (paper formats) into the computer (data entry of specific info on excel and scanning of complete medical file).
  • Deliverable 2: Conduct quality checks on the data entered and how it is saved and named.
  • Deliverable 3: Perform regular backups to ensure data preservation.
  • Deliverable 4: Conduct needed administrative follow up with ISF and nursing teams in the different buildings.
  • Deliverable 5: Report on tasks and deliverables as needed.
