- Project Background
“LBN-CO-CFP-204-24 Promoting the Right of Access to Information” Project brief
Funded by UNDP Lebanon, the Project overall goal is to promote the effective implementation of the Right to Access to Information Law in selected municipalities through a community-driven, gender-responsive, and evidence-based approach. This will be achieved by empowering local communities, civil society organizations, local authorities and municipal staff through targeted awareness campaigns, capacity building, inclusive outreach, and hands-on support in submitting and following up on ATI requests.
The Project’s key objectives are:
(1) Three municipalities identified and engaged as pilots for local ATI implementation.
(2) Capacity of civil society organizations strengthened to support communities in accessing public information.
(3) Local communities, including women, youth, and persons with disabilities, empowered to understand and exercise their ATI rights.
(4) Increased awareness and public engagement through targeted outreach campaigns and trainings.
(5) Advocacy and legal support mechanisms activated to address rejections of ATI requests and promote accountability.
(6) Evidence generation and learning institutionalized through systematic tracking, success story documentation, and lessons learned reporting.
The project’s target audience includes local civil society organizations, municipal officials, community leaders, and members of the public in the selected municipalities, with a strong emphasis on inclusive participation and gender equality.
- Scope of Work
TI-LB is seeking is seeking to contract a qualified Communications Agency to support the design, production, and dissemination of creative content and visual materials under the “LBN-CO-CFP-204-24 Promoting the Right of Access to Information” project.
The selected agency will be responsible for delivering communication services that support the visibility, outreach, and engagement objectives of the project. These services will include content development, graphic design, translation, video production, event branding, and strategic communication consulting. Deliverables will span various phases of the project, including Training of Trainers (TOT), social media campaigns, community information sessions, ATI request follow-up, and a closing event.
The agency is expected to fill Annex A: Bill of Quantities with their proposed unit prices for each listed deliverable. TI-LB will process payments per service delivered, based on actual deliverables completed, verified, and approved by the TI-LB team.
Duration:
The service contract will cover a period of six months, from July 2025 to November 2025. The Communications Agency will operate on a per service delivery basis, as outlined in Annex A – Bill of Quantities, with timelines and deliverables coordinated with the TI-LB Programs team based on project needs.
Duties and Responsibilities:
The selected Communications Agency shall provide communication and creative services under the “LBN-CO-CFP-204-24 Promoting the Right of Access to Information” project, in coordination with TI-LB’s Programs and Communications teams. The agency will work on a per-service delivery basis as detailed in Annex A: Bill of Quantities, and will only be compensated for deliverables that are completed, submitted, and approved by TI-LB.
In addition to delivering the services outlined in Annex A, the agency will be responsible for:
- Coordinating with TI-LB to align deliverables with project timelines and communication priorities.
- Ensuring that all materials are inclusive, gender-responsive, and aligned with TI-LB’s anti-corruption messaging.
- Incorporating feedback and revisions as needed during the review process.
- Ensuring timely and professional delivery of outputs as per the agreed specifications and quantities.
- Required Competencies:
Skills:
- Proven expertise in strategic communication, stakeholder engagement, and public outreach, particularly in governance, human rights, or development sectors.
- Strong capabilities in strategic planning, content development, and results-based communication management, with the ability to translate complex topics into accessible formats.
- Demonstrated knowledge of a wide range of communication channels and tools, including digital, print, and audiovisual media, to engage diverse target audiences effectively.
- Ability to collaborate effectively as a team with strong internal coordination and project management capacity.
- Strong visual storytelling and messaging skills, with the ability to conceptualize, develop, and present integrated communication campaigns in coordination with TI-LB’s teams.
- Proven capacity for data-driven and inclusive communication, with experience integrating gender and accessibility considerations into communication strategies.
Work Experience:
- Demonstrated experience delivering communication, media, and engagement services in the NGO or development sector, including with projects focused on advocacy, anti-corruption, or access to information.
- Experience supporting stakeholder engagement, community mobilization, or awareness-raising campaigns, including outreach to women, youth, and marginalized communities.
- Proven track record in the design and implementation of social media campaigns, including influencer engagement and campaign performance tracking.
- Documented experience in delivering or managing graphic design, video production, translation/localization, and the development of communication materials for events, training workshops, and public campaigns, whether through in-house teams or qualified external suppliers.
- Experience working on projects involving policy or institutional development, capacity building, or legal reform communications is considered an asset.
Languages:
- Fluency in English and Arabic is required.
