The Lebanese Transparency Association - No Corruption (LTA) was established in 1999 with the aim of reducing rampant corruption in Lebanon, promoting the principles of transparency and accountability, establishing the rule of law and respecting the fundamental rights inaugurated in international laws and the Lebanese Constitution, by focusing on systematic improvement, building alliances, and encouraging civil society organizations to take measures towards transparency and accountability. LTA later became the national chapter of Transparency International (TI).

 

LTA has worked to enhance transparency in the public and private sectors in Lebanon for more than a decade, by implementing a number of projects that ranged from contributing to the development to lobbying the anti-corruption laws (such as the draft law on the Right to Access to Information, the Whistleblowers Protection Law, the Asset and Interest Declaration and the Punishment of Illicit Enrichment Law etc....), and the monitoring of parliamentary and municipal elections since 2009, in addition to other projects aimed at empowering youth and municipalities on issues related to good governance …

 

LTA was chosen as a member of the first Independent Oversight Board (IOB) for the Reform, Recovery and Reconstruction Framework (3RF), which was launched in response to the aftermath of the Beirut Port explosion.

 

LTA is currently looking for a digital innovation expert to develop an open-source knowledge base tool, an educational, academic and training hub, with the aim to develop and build capacities of people from all different backgrounds who express interest in curbing corruption and promoting transparency.

 

E-LEARNING PLATFORM’S OBJECTIVE

 

The purpose of this project is to design and develop an E-learning platform that should be easily managed and controlled online via a Learner Management System (LMS) and Student Information Management Systems (SIMS).

 

The platform is planned to provide an open data source of learning materials, ensuring that the content delivered is identical for all learners and is standardized in a way that every learner has access to the highest quality possible.

 

Through this learning hub and opensource data, users, young professionals and policy amateurs will be able to attend trainings at their own pace, exploring resources such as books, publications, videos, presentations and coaching sessions on different anti-corruption and good governance topics, and to assess their acquired knowledge.

 

Taking place in Lebanon, the platform offers a) self-paced courses and interactive trainings, b) summer school, c) a wide range of learning events/ programs and d) the “Go To” (a digital library where all publications will be available).

 

 

E-LEARNING PLATFORM’S DEVELOPMENT PROCESS

 

The above-mentioned platform should be up and running in two months from now, and it’s important to highlight that there’s a big amount of data to upload and manage; therefore, we envision the development process to involve the following two separate phases:

 

  • The first phase will revolve around having a practical and traditional platform offering e-learning videos about anti-corruption different thematic areas, designed to address learners’ diversity in terms of learning styles, prior knowledge, culture and self-regulation skills;
  • The second phase will be to adopt an innovative approach by delivering eLearning training and education to learners in a more engaging and exciting way by incorporating for instance video instructor-led training, gamification or even virtual reality programs etc.
