About LTA

The Lebanese Transparency Association - No Corruption was established in 1999 with the aim of reducing rampant corruption in Lebanon, promoting the principles of transparency and accountability, establishing the rule of law and respecting the fundamental rights inaugurated in international laws and the Lebanese Constitution, by focusing on systematic improvement, building alliances, and encouraging civil society organizations to take measures towards transparency and accountability. LTA later became the national chapter of Transparency International.

LTA has worked to enhance transparency in the public and private sectors in Lebanon for more than a decade, by implementing a number of projects that ranged from contributing to the development to lobbying the anti-corruption laws (such as the draft law on the Right to Access to Information, the Whistleblowers Protection Law, the Asset and Interest Declaration and the Punishment of Illicit Enrichment Law etc....), and the monitoring of parliamentary and municipal elections since 2009, in addition to other projects aimed at empowering youth and municipalities on issues related to good governance …

LTA was chosen as a member of the first Independent Oversight Board (IOB) for the Reform, Recovery and Reconstruction Framework (3RF), which was launched in response to the aftermath of the Beirut Port explosion.

Project Background

This project is funded by Open Society Foundations is implemented in partnership with TI-S.

The overall goal of this project is to ensure greater accountability and transparency of reconstruction efforts, particularly for those most affected by the Beirut port explosion. To achieve this change, the project will apply a multi-stakeholder approach targeting local civil society organizations and the Lebanese diaspora, and ultimately benefiting citizens, with an emphasis on women and other vulnerable communities.

The project will assess the ability of the CSOs to prevent the misuse and mismanagement of incoming aid to Lebanon through coordinated initiatives that raise awareness about corruption risks and support the implementation of mechanisms to mitigate them. Coordinating and engaging with diverse actors within the project scope and across the Lebanon Reform, Recovery & Reconstruction Framework (3RF) stakeholder network will maximize the effects of the project activities.

To achieve its expected impact, the project will support the development of a coordinated and informed civil society composed of both local and diasporic networks that demonstrate transparency in their recovery efforts and are capable of assessing public sector accountability.

 

Scope of work

Under this project, LTA aims to conduct a risk assessment for individual CSOs, propose risk management actions and train CSOs to adopt the transparency measures within their relief and reconstruction work. The methodology will be based on LTA’s corruption risk assessment methodology at the basis of its Transparency Hearts platform, and will be tailored to participating CSOs. This will typically take place over 3 meetings whereby LTA explains, assists, and oversees the implementation. Moreover, LTA will use the organization-specific risk assessments to produce a guide of recommended measures that reflect common patterns, trends, and loopholes. The recommendations will be disseminated online for all organizations and initiatives to benefit.

The selected expert is expected to carry out the following responsibilities:

  1. Update LTA’s corruption risk assessment methodology based on existing Transparent Hearts platform methodology
  2. Conduct series of meetings with and trainings to selected CSOs to explain the methodology, develop mitigation measures and adopt transparency measures within their relief and reconstruction work.
  3. Oversee implementation of designed action plans and produce report on progress.

 

Proposal Submission

Required Competencies:

The Researcher should have the following knowledge and experience:

  • PhD in social sciences (preferably Law, Political Science, or a specialized master in the topic of the study, in this case anti-corruption regulations or legislative tools is required).
  • Proven relevant track record of similar publications/tools.
  • CSOs Training Experience.
