1.    Entity Background 
Transparency International Lebanon (TI-LB) is Lebanon’s leading advocate for transparency, accountability, and good governance. Since 1999, TI-LB has been on the front lines of the fight against corruption, working to strengthen institutional integrity across Lebanon’s public and private sectors. As the national chapter of Transparency International, we believe in more than just envisioning a corruption-free society—we are actively making it happen by driving change, empowering citizens, and holding institutions accountable. 

With a people-centred approach, TI-LB tackles corruption from multiple angles, guided by a robust Impact Matrix that emphasizes three core areas: Policy & Institutional Change, Behaviour Change, and Awareness & Outreach. We operate as a guiding thread and conveying channel between international organizations, civil society, and citizens, creating a chain of dialogue and collaboration that promotes a participative approach to anti-corruption efforts. This continuous exchange of information fosters transparency ensures well-informed communities, and bridges gaps between global standards and local needs. 

To achieve meaningful, lasting change, TI-LB builds robust, long-term partnerships with a network of dedicated national, local, and international organizations working across Lebanon. These partnerships enhance our strategic reach, propelling TI-LB to deliver anti-corruption initiatives that are both globally aligned and locally impactful. By combining international standards with deep community engagement, we ensure that our programs not only meet global benchmarks but are also highly responsive to Lebanon’s unique governance challenges and diverse community needs.

2.    Project Background
Over the last twenty years, Iraq has grappled with political instability, leading to significant transformations in its institutions. These changes have shifted the country toward a democratic system, where the parliament now wields increased authority over the executive branch – however, this system remains fragile. The abrupt nature of these changes, without a gradual learning curve for the Iraqi population, has impeded various good governance processes, such as Asset Recovery.
Key challenges involve a weak legal framework on a national level: Iraq’s legal framework for asset recovery lacks the necessary structure to allow effective asset recovery processes both on the national and international levels. Currently, Iraq has legislation on Asset recovery, namely: Law No. 18 of 2008 regarding the seizure of smuggled funds prohibited from being traded in local markets; Law No. 9 of 2012 promulgating the Iraq Asset Recovery Fund Law; Law No. 23 of 1971 on Criminal Procedure and Law No. 39 of 2015 on Combating Money Laundering and Terrorist Financing include relevant provisions. Currently, there is a new draft law for asset recovery in Iraq, however the draft doesn’t precisely define the scope of the law’s application and overlaps in some areas with the already existing legislation – also conflicting with international law elements pertaining to human rights. Additionally, the draft lacks necessary provisions that would enable the state to recover smuggled assets, information accessibility to other countries and other provisions relating to what the UNCAC calls for on Asset Recovery.
An additional challenge is the lack of engagement and cooperation of host countries as asset recovery involves transnational cooperation. Iraq has obstacles    implementing the needed measures and processes to ensure effective coordination with different governments to retrieve assets. 
There is a pressing need to (1) bolster the legal frameworks and enhance the capabilities of institutions responsible for investigating, identifying, and requesting assistance from holding or destination countries to achieve meaningful progress in this regard. Till today, asset recovery efforts by Iraq still lack strength and effectiveness.  This (2) showcases a need to raise awareness and build capacities of state actors but also civil society organizations to advocate for stronger legal frameworks that comply with international standards and conventions. 
This project comes to (3) address the need to build and strengthen capacities in the different aspects of the asset recovery process to address the challenges that Iraq is facing in establishing strong asset recovery laws and mechanisms as well as requesting the stolen assets from foreign countries 

3.    Scope of Work
Transparency International – Lebanon (TI-LB) is seeking a qualified and experienced website development company to implement a series of enhancements to its School of Governance (SoG) website (www.schoolofgovernance.net). 
These enhancements aim to improve the platform’s technical performance, multimedia capabilities, and overall user experience in support of newly introduced self-paced courses, particularly within the Iraqi context. Key upgrades include the creation of a dedicated login gateway for Iraqi course participants, independent from the main course system and accessible only to approved users; the integration of SCORM-compliant course content to ensure proper functionality across devices; and the redesign of the course listing layout to present modules and videos in a more structured and user-friendly format. The platform must support the upload, display, and streaming of high-quality videos, animations, PDFs, slides, and code snippets. Additionally, the service provider will be required to develop a bilingual (Arabic-English) section dedicated to TI-LB’s Iraq-related projects, featuring multimedia content, project summaries, and publications in a searchable, accessible format. All upgrades must align with TI-LB’s branding and design standards, ensuring a seamless and engaging learning experience.

Duration: 
The duration is extended to less than a month with the final deliverables due July 18, 2025. 

Targeted Impact:
•    Independent Login Access: A dedicated login gateway should be developed for users accessing the Iraqi courses, separate from the main course system on the website. Access to these courses should be restricted exclusively to approved users.
•    Module Display Enhancements: The course interface, particularly the right-side column, should be adjusted to enhance clarity and navigation:
o    Module titles are to be displayed in a larger, bolder font and rendered non-clickable.
o    Video titles should appear beneath their respective module titles in a smaller font and include clickable links for both previously viewed and upcoming videos.
•    SCORM Integration: All course content will be provided in SCORM-compliant zip file format. These files must be fully integrated into the platform and function properly across all modules.
•    Course Listing Redesign or New Template: The current course listing layout should either be redesigned or replaced with a new template that presents modules in a more structured, accessible, and user-friendly format.

Duties and Responsibilities:
The selected service provider will be tasked with:
•    Upgrade the website’s technical infrastructure to support interactive, self-paced courses featuring high-quality video, animated content, and SCORM-compliant modules, ensuring smooth performance and compatibility across all devices and browsers.
•    Design and implement a secure, standalone login system exclusively for users accessing the Iraqi courses, ensuring restricted access for authorized users only.
•    Modify the course interface to clearly distinguish between module titles and video titles:
•    Module titles must be displayed prominently in a bold, larger, non-clickable format.
•    Video titles should appear beneath each corresponding module title in a smaller, clickable font.
•    Redesign the course listing layout or develop a new template to present modules and content in a structured, accessible, and user-friendly format, aligned with accessibility standards.
•    Integrate an interactivity plugin to support code execution and user engagement within the course environment.
•    Display and support a wide range of course materials—including PDFs, PowerPoint slides, videos, and code snippets—in a responsive and accessible format.
•    Design and implement a bilingual (Arabic-English), searchable, and user-friendly section dedicated to Iraq-based projects, showcasing videos, publications, photos, and other multimedia materials.
•    Enhance the current CMS to streamline content upload and management by TI-LB staff, ensuring ease of use and content consistency.
•    Apply the latest web security protocols to safeguard the platform and its administrative interfaces, including secure login areas for content managers.
•    Conduct thorough functionality testing of all enhancements, particularly SCORM integration (navigation, progress tracking, and data recording), resolving bugs and usability issues prior to deployment.
•    Provide post-launch support including minor updates, bug fixes, and troubleshooting, as well as comprehensive technical documentation of all customizations and configurations.
•    Conduct a knowledge transfer session or training for relevant TI-LB staff to ensure long-term sustainability and ease of platform management.
•    Coordinate regularly with TI-LB’s Programs and Communications teams to ensure alignment with organizational goals, timely progress, and approval at key milestones.

Deliverables:
•    Upgraded website infrastructure supporting interactive, self-paced learning modules.
•    Successful integration of SCORM-compliant course content, ensuring full functionality (e.g., navigation, progress tracking, and compatibility across devices and browsers).
•    A secure, standalone login system exclusively for Iraqi course users, with access restricted to authorized individuals and supported by a verification mechanism.
•    Enhanced course interface with:
o    Clear visual distinction between module titles (bold, non-clickable) and video titles (smaller, clickable).
o    Improved readability and accessibility across desktop and mobile devices.
•    Redesigned or newly developed course listing layout, offering a structured and user-friendly view of modules and associated content, approved by TI-LB prior to launch.
•    Integration of an interactivity plugin to enable code execution and learner engagement within the course environment.
•    Support for various learning material formats, including videos, PDFs, PowerPoint slides, and code snippets, with responsive display across platforms.
•    Fully developed bilingual (Arabic and English) section highlighting TI-LB’s Iraq-based projects, including multimedia features (videos, photos, publications, etc.).
•    Enhanced and user-friendly content management system (CMS) for simplified upload and management of multimedia content by TI-LB staff.
•    Implementation of robust security protocols to protect platform content, user data, and administrative access.
•    Completion of functionality and user testing, with submission of a brief report summarizing results, bugs resolved, and confirmation of performance across browsers and devices.
•    Comprehensive technical documentation covering all customizations, configurations, and installation procedures.
•    Delivery of a user guide/manual for platform administration and future content updates.
•    A live or recorded training session for relevant TI-LB staff, covering platform updates, CMS use, content upload procedures, and troubleshooting.
•    Final deployment of the fully functional, tested, and approved live version of the platform.
•    Submission of all source files, credentials, and documentation related to the completed work.

4.    Required Competencies:
General Requirements: 
•    Proven experience in developing, customizing, and maintaining Learning Management Systems (LMS), preferably on platforms supporting SCORM packages.
•    Demonstrated ability to design user-centric, responsive interfaces compatible with desktop and mobile devices.
•    Proficiency in secure login architecture and access control systems.
•    Experience with the integration of SCORM-compliant content into web-based platforms.
•    Understanding of best practices in e-learning UX/UI design and accessibility.
•    Ability to deliver deliverables within agreed timelines and budgets.
•    Clear and responsive communication with designated focal points throughout the project duration.
•    Capacity to document technical implementations and provide clear user guides for future administration.
•    Commitment to data protection and confidentiality of all platform users and content.
•    Compliance with relevant data privacy regulations and organizational policies.
•    Capability to conduct thorough functional testing and quality assurance across multiple browsers and devices.
•    Willingness to resolve bugs and performance issues promptly.
•    Ability to support multilingual interfaces (including Arabic and English) and handle content localization if required.
•    Availability to provide limited post-deployment technical support, troubleshooting, or adjustments, as may be agreed upon in the scope of work.

Context/Specific Skills, Knowledge, and Experience: 
•    Understanding of the needs of civil society organizations (CSOs), especially those working on e-learning, advocacy, and capacity-building platforms. 
•    Ability to implement multi-language, right-to-left (RTL) support (specifically Arabic-English bilingual platforms).
•    Proven experience with Learning Management System (LMS) development and customization, particularly with SCORM-compliant modules and interactive content.
•    Demonstrated ability to design clean, responsive, and intuitive interfaces suitable for youth, civil society audiences, and adult learners across various devices.
•    Deep understanding of UX/UI design principles for educational and interactive platforms.

Selection Criteria:
•    Proven track record in developing LMS platforms and integrating SCORM-compliant content.
•    Demonstrated experience with multimedia content integration (videos, animations, PDFs, slides).
•    Prior experience developing bilingual (Arabic-English) platforms with RTL support.
•    Ability to design engaging, user-friendly interfaces for diverse audiences, including youth and civic actors.
•    Background in Computer Science is required
•    Collaborative skills are essential for teamwork.
•    Organizational and coordination abilities needed.
