In the framework of the “Integrity in Defense” project implemented by the Lebanese Transparency Association (LTA) and funded by Transparency International – Defense and Security Program, LTA is seeking to produce a policy paper on the promotion of integrity within the defense sector. To that matter, LTA is looking for a defense expert with a distinguished knowledge of the national defense law who will provide guidance and consultation throughout the drafting of the policy paper.
Outputs/ Deliverables
The contract shall commence on May 15 2020 and ends on July 30 2020. The consultant is expected to deliver the following over the term of the contract to the satisfaction of the executive office.
Output 1: Confirming the outline of the research paper.
Output 2: Locate and evaluate the appropriate first and second hand information sources’ relevant to the subject of the research paper.
Output 3: Synthesize and evaluate the findings
Output 4: Evaluate the final version of the research paper.

- Bachelor degree is Law, Public Policy, Good Governance, Anti-Corruption, Social Sciences or any other related areas.
- At least 5 years of relevant work experience in the above-mentioned areas.
- Strong knowledge in the Lebanese legal context with focus on the national defense.
- Excellent communication skills and fluency in Arabic and English/ French.
- Proficiency in legal analysis.
