General Description:
The Executive Director of LTA assists the Chairperson of LTA and the Board in carrying out their mandate. LTA Executive Director is basically responsible for the successful leadership and effective, efficient and economic functioning of LTA according to the strategic direction set by the Board through providing the Chairperson and the Board with the capacity to plan, implement and control LTA’s programs and projects. The Executive Director provides all assistance needed by LTA Chairperson of Board to fulfill the latter’s mandate.
Tasks:
- Designs strategic plan and devise implementing mechanisms;
- Conduct financial and human resources forecasts and recommends corrective measures if needed;
- Prepares budget, budget report, cash flow, balance sheet, and other financial statements (at the request of chairperson) on monthly, quarterly, semi-annually, and annual bases; manage LTA resources within budget guidelines;
- Initiates/reviews project proposals and provides the chairperson with comments and recommendations for improvement;
- Assists the chairperson in implementing, monitoring and evaluating the implementation of LTA projects;
- Supervises the internal routine administrative work at LTA;
- Advises the chairperson on observing and implementing LTA internal structures of authority, communication, supervision and coordination, through implementing up-to-date and efficient intra-office communication solutions;
- Prepares recruitment, selection, promotion, remuneration and development of staff as instructed by chairperson. Final HR decisions are to be approved by chairperson;
- Effectively manages the human resources of LTA according to approved policies and procedures that fully conform to Lebanese laws and regulations;
- Assists chairperson in relating to Ministry of Interior and Municipalities and Ministry of Finance and National Social Security Fund and other public administrations;
- Advises the chairperson in the installation and update of ICT hardware and software, as per LTA administrative needs;
- Provides data and assistance to LTA board committees as instructed by chairperson;
- Assists chairperson in preparation for LTA board meeting through preparing needed documents and statements, if and as requested by LTA chairperson;
- Assists the chairperson in information dissemination and facilitates the chairperson’s access to media outlets as per chairperson’s request;
- Designs and implements LTA branding strategy and improves LTA brand equity, as and if requested by chairperson;
- Advises Chairperson on liaising with national and international partners and donors. Liaises with LTA’s national and international partners in case explicitly and clearly requested by chairperson. Communication with partners should always pass through chairperson;
- Supervises daily conduct of staff and liaises between staff and chairperson;
- Advises the chairperson on sustaining high level of staff motivation through the preparation of innovative incentive schemes to be approved by chairperson;
- Implements quality control measures of LTA outputs and manages staff performance;
- Assists the chairperson in the conduct of internal and external audit (performance and financial);
- Liaises with print, audio, and audio visual media institutions to promote LTA and publicize its activities;
- Assures that LTA and its mission, programs, and projects are consistently presented in strong, positive image to relevant partners and stakeholders;
- Oversees fundraising planning and implementation, including identifying funding sources, establishing strategies to approach funders and submitting proposals;
- Conducts other administrative and communication services at the request of chairperson.
Position Qualifications:
- Have managed projects over USD 1 million (cumulative);
- Very good knowledge of Project Cycle Management and proposal writing techniques;
- Good knowledge of NGO sector in Lebanon and major stakeholders;
- Significant experience in working with major donor institutions (UNDP, EU, USAID, World Bank, Italian Cooperation…);
- Excellent oral and written communication skills in Arabic and English. French is a Plus.
Personal Qualifications/Aptitudes:
- Excellent leadership and management Skills in Project Management environment;
- Ability to work under pressure and meet tight deadlines;
- High attention to details;
- Ability to synthesize complex processes/projects and present it to decision makers.
