Position Overview 

The Finance Coordinator at Transparency International Lebanon (TI-LB) plays a strategic and supervisory role in managing the organization’s overall financial health. Reporting directly to the Executive Director, the Finance Coordinator leads on financial planning, donor compliance, internal controls, and risk management. They are responsible for overseeing day-to-day financial operations, managing audits, and supervising the accounting and procurement functions to ensure the integrity, efficiency, and transparency of all financial and procurement processes. 

Key Responsibilities 

1. Financial Strategy & Planning 

  • Lead the development of annual budgets and multi-project financial plans in coordination with the Executive Director and program teams. 
  • Provide financial analysis and forecasts to support strategic decision-making. 
  • Ensure the organization’s financial sustainability through cash flow management and funding projections. 

2. Financial Oversight & Supervision 

  • Supervise the Accountant to ensure timely and accurate bookkeeping, reconciliations, payroll, documentation, and financial reporting. 
  • Oversee procurement and contract management through the Procurement Officer, ensuring compliance with internal and donor policies. 
  • Review and approve all financial and procurement documentation before submission to ED and/or donors.  
  • Approve payments in line with internal controls and donor requirements 

3. Donor Reporting & Compliance 

  • Monitor project expenditures and compare them against approved budget allocations, promptly identifying and flagging any variances. 
  • Prepare or validate donor financial reports, ensuring they are complete, timely, and aligned with contractual obligations. 
  • Ensure proper allocation of costs across projects and compliance with donor-specific guidelines (EU, UN, GIZ, etc.). 
  • Act as focal point for donor audits and financial queries. 

4. Regulatory Compliance 

  • Assist in the preparation of tax declarations, VAT refunds, and NSSF payments. 
  • Conduct periodic asset verification to prevent loss or mismanagement. 

5. Internal Controls & Risk Management 

  • Lead the review and implementation of internal financial and procurement policies. 
  • Monitor and mitigate financial and operational risks, including fraud prevention. 
  • Coordinate internal and external audits and ensure that all audit recommendations are implemented. 
  • Lead on Transparency International Chapter’s Financial Risk Assessment yearly review in close coordination with Executive Director. 

6. Capacity Building & Staff Supervision 

  • Supervise, mentor, and evaluate the performance of the Accountant and Procurement Officer. 
  • Conduct internal capacity-building sessions for non-finance staff on budget management and donor compliance. 
  • Promote a culture of accountability and continuous improvement within the finance and procurement units. 

7. Coordination with Leadership 

  • Serve as a key member of the management team, providing strategic input to the Executive Director. 
  • Prepare regular financial dashboards and risk reports to inform the Executive Director and Board. 
  • Support institutional fundraising through budget development and cost projections. 

Required Qualifications & Skills 

  • Bachelor's degree in finance and or Accounting. 
  • Minimum 5 years of experience in accounting and financial management, including at least 2 years in a supervisory role (preferably in NGOs). 
  • Strong knowledge of Lebanese tax law, donor regulations, and international financial standards. 
  • Proven experience managing donor grants and coordinating audits. 
  • Strong leadership, analytical, and communication skills. 
  • Proficiency in accounting software (Visual Dolphin preferred) and advanced Excel. 
  • Fluency in English and Arabic (French is a plus)
