Call for Mid-Term Evaluation Consultant

Trócaire works with local partners and civil society actors to support communities in over 20 countries with a focus on localisation, resource rights, women's empowerment, and humanitarian response. With our partners we work with some of the world’s poorest people, supporting women, men, and communities for long-term change. Trócaire is a partner-oriented organisation and is currently implementing a project funded by Regional Development and Protection Programme (RDPP), in collaboration with three partner organizations. 

The project is structured around the following components: 

Masidama:  

Trócaire is using transformative social norms change methodology called Masidama, which was co-created and developed by the organisation based on Trócaire’s learning from over 10 years of programming rooted in human rights and social justice in health and GBV based interventions, with partners in twelve countries. The Masidama Women’s Curriculum is designed with the overarching goals of empowering women to critically analyse their environments, particularly focusing on power dynamics within their community and individual homes. The curriculum aims to cultivate networks and connections among women, fostering a supportive community. It also seeks to inspire women to recognize and harness their individual and collective potential, ultimately equipping them with the tools to develop a voice and agency within their homes and broader community. Over the course of fifteen weeks, Masidama participants embark on a structured journey towards community empowerment. The initial two weeks focus on outreach efforts, establishing connections, and laying the groundwork for engagement with active participants from the community. 

Through the implementation of the Masidama curriculum developed by Trócaire with host and refugee women, activities include: 

  • Empowerment sessions with women 
  • Life skills training 
  • Men’s sessions 
  • Community initiatives 

Advocacy:  

Each partner defined an advocacy approach, conducted a desk review and identified an advocacy objective. The partners base their advocacy on a mixed-methods research paper using available literature as well as empirical data gathered through focus group discussions (FGDs) and Key Informant Interviews (KIIs).). They are now using their research to drive local and national advocacy initiatives, through activities such as events and meetings, to promote their findings and recommendations. The advocacy activities focus on enhancing the reporting mechanisms for GBV cases in Lebanon with the aim of improving the coordination among ISF and Municipal Police.  

Capacity Strengthening:  

Trócaire is committed to enhancing our partners' technical and institutional capabilities through a series of capacity strengthening courses over three years. The courses vary in modality and content and tackle important topics such as: Financial Management, SPHERE Training, Project Management, Strategic Management, Human Resources (HR), Conflict Sensitivity, Human Rights-Based Approaches (HRBA), Resource Mobilization, Advocacy and Evidence-based Research, in addition to Masidama. The topics were selected based on common needs identified by the partners. Trained Trócaire technical focal points are/will lead certain courses, while others are being or will be facilitated by outsourced trainers under our supervision, ensuring relevance and alignment with specific needs. To gauge knowledge transfer, we employ tools to measure pre- and post-course knowledge. Participants receive comprehensive materials for further dissemination and adoption, empowering them to apply and share their learnings effectively. These courses collectively aim to empower and equip our partners for success, fostering growth and progress in their respective fields. Thus, coaching workshops will be organized upon need.  

 

Purpose of the Mid-Term Review 

The MTR seeks to generate findings and recommendations to inform learning and adaptation by Trócaire and partners in the RDDP grant by looking at what has been working, what has not and how it can be improved. As a secondary purpose, it will also aim to assess progress in attempting to achieve the RDPP project outcomes to inform programme adaptations or improvements. 

 Scope of Work 

The MTR will: 

  • Cover the period from April 2024 to July 2025. 
  • Include all geographic locations and project activities. 
  • Evaluate the three project components: 
  • Masidama: Quality of sessions, participant feedback, early shifts in attitudes and behaviours. 
  • Advocacy: training on Trócaire’s Citizen Monitoring Approach (CMA), workshops & meetings to develop the advocacy plan, stakeholder engagement (FGDs & KIIs) Development of research papers, governance and communications structure.  
  • Capacity Strengthening: Relevance and effectiveness of trainings, perceived impact on partner capacity. 

Anticipated Methodology 

  • Expressions of interest should propose an appropriate evaluation methodology. However, it is expected that the MTR will adopt a participatory, mixed-methods approach (qualitative and quantitative data) including: 
  • Desk review of project documents (proposals, MEL tools including Year 1 monitoring data for intermediate outcomes and outputs, reports, training materials). 
  • Key Informant Interviews with project staff, partner NGOs, and community stakeholders. 
  • Focus Group Discussions with women, men, and other participant groups. 
  • Field observation of ongoing activities (if applicable). 
  • Ethical considerations, including informed consent and data confidentiality, will be prioritized. 

Roles and Responsibilities 

  • Consultant/Team: Responsible for design, implementation, analysis, and reporting. 
  • Trócaire: Facilitate access to documents, coordinate field visits, and support logistics. 
  • Partners: Support data collection by facilitating introductions to participants and sharing project data. 
  • Trócaire and Partners: engage in finalisation of evaluation design (methodology, questions, etc), review data collection tools, review report drafts, engage in validation of findings. 

Deliverables 

  • Inception Report: Detailing methodology, tools, and work plan. 
  • Preliminary Findings Presentation: For discussion with all partners. 
  • Updated PowerPoint presentation after feedback from project partners: for sharing with external stakeholders 
  • Brief note (2 pages): detailing key results and project data visuals (infographics, graphs etc.).  
  • Draft Report: Including key findings and initial recommendations. 

Final Report: Including: 

  • Executive Summary 
  • Findings per component 
  • Cross-cutting findings 
  • Conclusions and actionable recommendations 
  • Annexes (tools, interview guides, list of respondents, references)
