Assignment Context

This assignment is part of WHO’s ongoing support to the implementation, monitoring, and technical execution of health programs and projects in Lebanon. In light of increasing demands on data-driven planning, financial accountability, and timely implementation, the Junior Planning, Budget and Monitoring Assistant will support the M&E focal point in reviewing workplans, monitoring financial and operational progress, and ensuring alignment between activities, budgets, and performance indicators. The volunteer will also assist in aspects of technical implementation across various WHO projects. This role will contribute to strengthening WHO’s internal planning, monitoring, reporting, and technical delivery processes, particularly within the emergency funds.

Task Description

Within the delegated authority and under the supervision of Public Health Officer or his/her designated mandated representative(s), the UNV Junior Planning, Budget and Monitoring Assistant will:

• Support the review and regular monitoring of workplans across WHO programs and projects.

• Assist in tracking budget utilization and monitoring expenditures against approved allocations.

• Contribute to updating budget and planning tools and assist in variance analysis (budgeted vs. actual).

• Support the M&E focal point in compiling and analyzing program data and indicators.

• Assist in aligning financial reports with technical implementation plans and timelines.

• Support technical teams in consolidating inputs for project reports and donor updates.

• Help organize and document planning and monitoring meetings, including preparation of materials and follow-up.

• Maintain up-to-date records and documentation related to planning, budgeting, and monitoring.

• Perform any other related tasks as assigned by the supervisor in line with the role.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. This position is based in Beirut. Education Degree Details
Bachelor's degree in Finance, Economics, Business Administration, Public Administration, or related fields.

At least 3 years of professional work experience at the national and/or international level, out of which at least 1 Year in planning, budgeting, financial monitoring, or public health programme support; experience with monitoring and evaluation is an asset, as is experience working in the UN or other international development organization;
• Basic knowledge of budget tracking, variance analysis, and workplan alignment processes;
• Excellent oral and written communication skills; strong drafting, formulation, and reporting abilities;
• Accuracy and professionalism in document preparation, data entry, and report editing;
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of stakeholders, including internal teams and external counterparts; familiarity with participatory and results-based planning approaches is an asset;
• Ability to work and adapt professionally and effectively in a dynamic and fast-paced environment; ability to work productively in a multicultural team of international and national staff;
• Solid overall computer literacy, including proficiency in various MS Office applications (especially Excel and Word); familiarity with planning or financial tools and databases is an asset;
• Self-motivated, well-organized, and able to work with minimal supervision; demonstrated ability to meet tight deadlines and manage multiple tasks simultaneously;
• Sound security awareness;
• Have affinity with or interest in public health, planning and budgeting, volunteerism as a mechanism for durable development, and the mission and work of the United Nations System.
