Assignment Context:
• As an active UNITAD team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNITAD and its beneficiaries in the accomplishment of her/his functions, including:
• Provide administrative and operational support to the UNITAD Trust Fund portfolio in compliance with UNITAD strategies and UN Secretariat rules, regulations, policies
• Provide finance support and prepare/administer project budgets in full compliance with UN Secretariat rules, regulations and policies, and UNITAD recording and reporting systems
• Provide administrative support to resource mobilization
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Task description:
Within the delegated authority and under the supervision of Programme Management Officer or his/her designated mandated representative(s), the UN Volunteer Programme Finance and Administrative Associate will:

1. Provide administrative and operational support to the UNITAD Trust Fund portfolio in compliance with UNITAD strategies and UN Secretariat rules, regulations, policies,
• Provide support to develop work plans, budgets, and proposals for UNITAD Trust Fund implementation;
• Assist in the preparation of draft job descriptions, vacancy announcements, requests for recruitments, interview minutes;
• Assist in requests for contract and procurement processes;
• Support planning and reporting processes;
• Attend meetings with project managers, donors and stakeholders, documentation of minutes and storage in Office of Chief of Staff database;
• Support the monitoring of the activities of the implemented funds;
• Support logistical, administrative, and financial arrangements for the organization of meetings, workshops, events, and missions and assist when needed;
• Coordinate with the human resources, finance and budget, and operation teams on the procurement and financial procedures for the Trust Funds according to UN Secretariat rules and regulation, if needed.

2. Provide finance support and prepare/administer project budgets in full compliance with UN Secretariat rules, regulations and policies, and UNITAD recording and reporting systems
• Perform duties in full compliance with UN Secretariat financial regulations, rules and policies, and UNITAD standard operating procedures, including internal controls;
• Review financial transactions, activities, and documentation, reporting any unusual activities;
• Collect, verify and present information and data for use in the planning of financial resources and the formulation of cost plans, budgets and proposals;
• Formulate budgets, monitor expenditures, determine unutilized funds, and support the preparation of budget revisions according to the needs of the respective trust fund;
• Track the appropriate and timely use of financial resources;
• Provide support to Project Managers through conducting monthly reviews of budget commitments in accordance with established criteria; coordinate liquidation of unused commitments across extra-budgetary resources in consultation with Mission Support Center and UNAMI Budget and Finance Section;
• Review financial reports and monitor over-expenditure of budgets;
• Monitor regular transactions posted to projects ensuring that the actual expenditure has been recorded against the correct budget category, and propose timely corrective actions as required;
• Monitor and properly follow up on all the financial items in the project closure instructions status and propose corrective actions;
• Provide inputs and take necessary actions to facilitate timely financial project closure.

3. Provide administrative support to resource mobilization
• Organize, compile, and process information from donors and the Trust Fund projects, as inputs to various databases, reports, and document
• Perform other duties as required.

Required experience:
3 years of experience in experience at the national and/or international level in programme administration, grants management, monitoring and evaluation, and finance is required.
• Prior experience in the UN or other international organizations is an advantage.
• Ability to work with tight deadlines and adapt professionally and effectively in a challenging environment.
