PURPOSE OF THE JOB
Children and Armed Conflicts (CAAC) and Monitoring and Reporting Mechanisms (MRM) national officer. Accountable for contributing to UNICEF Lebanon monitoring, reporting, advocacy and programmes on children and armed conflict/violence issues. This includes monitoring and reporting on grave child rights violations by collecting testimonies through direct interviews in three operational zones (Beirut/Mount Lebanon, Bekaa and South) and supporting advocacy and programmatic processes in Beirut in the area of children and armed conflict/violence as a part of the wider work of the Child Protection Section.
KEY END-RESULTS
1. Monthly submissions to MRM/CAAC focal point of accurate, complete and timely database records of testimonies collected through direct interviews with victims, witnesses of armed conflict-related grave child rights violations in Syria and other key informants.
2. Accurate and timely documentation of armed violence-related violations of children’s rights in Lebanon based on observation and, where possible, interviews with victims and witnesses (periodic submissions to MRM/CAAC focal point)
3. Support to periodic analysis of trends of grave child rights violations and to advocacy processes in the area of children and armed conflict/violence with Government, UN agencies, donors and civil society
4. Support to the design, implementation and monitoring of programmes to prevent and respond to the association of children with armed violence in Lebanon
KEY ACCOUNTABILITIES and DUTIES & TASKS
Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.CORE TASKS
1. Monitoring and Reporting on grave child rights violations (MRM for Syria) (40% of workload)
Provide accurate and timely information on grave child rights violations perpetrated by parties to the armed conflict in Syria based on direct interviews carried out in the field with victims, witnesses and other key informants. Inputs are to be monthly shared with the MRM/CAAC focal point as database records in English. Contribute to periodic analysis of trends of violations in Syria through analytical inputs in English as required by the MRM/CAAC focal point and the Chief Child Protection Section. Train and coach partners to support MRM for Syria.
2. Monitoring and Reporting on child rights violations (Lebanon monitoring) (20% of workload)
Provide accurate and timely information on armed violence-related child rights violations committed in Lebanon based on direct observation and interviews carried out in the field with victims, witnesses and other key informants, including service providers and relevant community members. Inputs are to be provided in the form of detailed transcripts in English. Train and coach partners to support CAAC monitoring on Lebanon.
3. Analysis and advocacy on children and armed conflict/violence (20% of workload)
Support to periodic analysis of trends of grave child rights violations based on the information collected. Under the supervision of the MRM/CAAC focal point and the Chief of Child Protection, contribution to advocacy in the area of children and armed conflict/violence by reviewing policies developed with/by national institutions, internal or inter-agency strategy papers, briefing notes to donors to ensure sensitivity to the topic and alignment with core advocacy goals of UNICEF Lebanon in this area of child protection.
4. Programming to prevent and respond to the association of children with armed violence” (20% of workload)
Support to UNICEF Lebanon programming for the prevention of or response to the association of children with armed conflict/violence including design and follow-up of programmes (programme management, technical assistance, monitoring) within the scope of the CP system strategy pursued by LCO Child Protection Section.
ADDITIONAL GENERIC TASKS
Programme/Project Management
Support the availability of accurate, complete and up-to-date information required for effective Child Protection programme and project design, implementation, management, monitoring and evaluation. Draft sound Child Protection programme budgets for review by the supervisor; provide support for the sharing of information with relevant partners, as required.
Work Plan and Project DocumentationAnalyze collected data and information and prepare progress reports; draft changes in Child Protection project work plans and assist in identification of required supplies and equipment as well as in the drafting of Country Programme Recommendation and other project documentation, assuring accuracy and consistency with established rules, regulations and plans of action; and provide support as required for consultation with partners on planning and implementation of Country Programme activities.
Project Implementation Information and DataEnsure the appropriateness of financial, administrative and supply documentation; verify that Child Protection project expenditures are within allotments and that data is consistent with the project information and database. Follow up on queries including with and by partners or initiate corrective action on discrepancies.
Knowledge SharingCompile Child Protection project implementation training and orientation materials to promote knowledge sharing with donors and media and all other stakeholders.
Communication and NetworkingEnsure the effective communication and networking developed and maintained through partnership and collaboration with all stakeholders.
• Collaborate with Operations staff to implement internal controls systems and resolve day-to-day issues or discrepancies in financial or supply management; and provide support for orientation and training of Government and all UNICEF implementing partners in UNICEF financial and supply policies and procedures.
• Team with local Government counterparts to exchange information on Child Protection project implementation and status as well as movement and distribution of supplies.
• Collaborate with members of the development community, including NGOs, UN and bilateral agencies in the exchange of information relating to Child Protection sector; and provide support for strengthening the coordination among child protection system actors, including when appropriate the IASC protection sub cluster during preparedness and response to emergencies.
QUALIFICATION and COMPETENCIES
1. Education
University degree in social sciences, political science, law, psychology or child development.
2. Work Experience
One year of relevant professional work experience., in the field of child protection, preferably children and armed conflicts/or human rights monitoring and reporting and advocacy. Field work experience, including experience on sensitive interviewing.Background/familiarity with Emergency
3. Language Proficiency
Fluency in English and local working language of the duty station (Arabic)
