JOB TITLE: Child Protection Officer (MRM) JOB LEVEL: NO-AREPORTS TO: Child Protection SpecialistLOCATION: Tripoli, LebanonContract type: TA for 364 days PURPOSE OF THE JOB CAAC/V focal point for UNICEF zonal office. Accountable for contributing to UNICEF Lebanon applicable mechanisms of monitoring, reporting and advocacy on armed conflict/violence-related grave child rights violations by collecting testimonies through direct interviews and providing timely and accurate inputs to the MRM-CAAC/V focal point in the Child Protection Section. In charge of facilitating referral and link to services for identified survivors of grave child rights violations in consultation with the MRM-CAAC/V focal point based in Beirut and the Zonal office child protection team. KEY END-RESULTS 1. Accurate, complete and timely transcripts in English and database records of testimonies collected through direct interviews with victims, witnesses of armed conflict-related grave child rights violations in Syria, and other key informants.2. Accurate and timely reports on armed violence-related violations of children’s rights in Lebanon based on observation and, where possible, interviews with victims and witnesses3. Support to periodic analysis of trends of grave child rights violations based on the information collected through interviews and other sources of information (reliable media, online databases, reports from other UN agencies and research centres)4. Referral to services of child survivors of child rights violations identified in the framework of the monitoring, in line with guidance by the MRM-CAAC/V focal point and the UNICEF Zonal office Child Protection team5. Support to the implementation of the “Work Plan to prevent and respond to the association of children with armed violence” (monitoring, analysis, advocacy and programmes) KEY ACCOUNTABILITIES and DUTIES & TASKSWithin the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results. CORE TASKS1. Monitoring and Reporting on grave child rights violations (MRM for Syria) (50% of workload)Provide accurate and timely information on grave child rights violations perpetrated by parties to the armed conflict in Syria based on direct interviews carried out in the field with victims, witnesses and other key informants, including service providers and relevant community members. Inputs are to be provided in the form of transcripts and records in the MRM database format, in English. Contribute to periodic analysis of trends of violations in Syria through analytical inputs in English as required by the MRM focal point and the Chief Child Protection Section.2. Monitoring and Reporting on child rights violations (Lebanon monitoring) (20% of workload)Provide accurate and timely information on armed violence-related child rights violations committed in Lebanon based on direct observation and interviews carried out in the field with victims, witnesses and other key informants, including service providers and relevant community members. Inputs are to be provided in the form of detailed transcripts in English.3. Referral for services of child survivors of grave violations (part of monitoring tasks above)Refer for services of child survivors of child rights violations identified in the framework of the monitoring, in line with guidance by the MRM focal point and the UNICEF Zonal office Child Protection team4. Implementation of the “Work Plan to prevent and respond to the association of children with armed violence” (30% of workload)Support to UNICEF Lebanon portfolio of advocacy and programmes on Children and Armed Conflict/Violence, including monitoring, analysis, advocacy initiatives and design and follow-up of programmes progressively developed under the “Work Plan to prevent and respond to the association of children with armed violence”. ADDITIONAL GENERIC TASKS1. Programme/Project ManagementSupport the availability of accurate, complete and up-to-date information required for effective Child Protection programme and project design, implementation, management, monitoring and evaluation. Draft sound Child Protection programme budgets for review by the supervisor; provide support for the sharing of information with relevant partners, as required. 2. Work Plan and Project DocumentationAnalyze collected data and information and prepare progress reports; draft changes in Child Protection project work plans and assist in identification of required supplies and equipment as well as in the drafting of Country Programme Recommendation and other project documentation, assuring accuracy and consistency with established rules, regulations and plans of action; and provide support as required for consultation with partners on planning and implementation of Country Programme activities.3. Project Implementation Information and DataEnsure the appropriateness of financial, administrative and supply documentation; verify that Child Protection project expenditures are within allotments and that data is consistent with the project information and database (e.g., FLS, ProMS). Follow up on queries including with and by partners or initiate corrective action on discrepancies.4. Knowledge SharingCompile Child Protection project implementation training and orientation materials to promote knowledge sharing with donors and media and all other stakeholders.5. Communication and NetworkingEnsure the effective communication and networking developed and maintained through partnership and collaboration with all stakeholders.•Collaborate with Operations staff to implement internal controls systems and resolve day-to-day issues or discrepancies in financial or supply management; and provide support for orientation and training of Government and all UNICEF implementing partners in UNICEF financial and supply policies and procedures•Team with local Government counterparts to exchange information on Child Protection project implementation and status as well as movement and distribution of supplies.•Collaborate with members of the development community, including NGOs, UN and bilateral agencies in the exchange of information relating to Child Protection sector; and provide support for strengthening the coordination among child protection system actors, including when appropriate the IASC protection sub cluster during preparedness and response to emergencies.
