DETAILS UN VOLUNTEER  DESCRIPTION OF ASSIGNMENT Preamble:The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. 1.  UNV Assignment Title: Communication Officer 2.  Type of Assignment: National UN Volunteer  3.  Project Title: UNICEF Lebanon External Communication 4.  Duration: 12 months (extendable) 5.  Location, Country: Beirut, Lebanon 6.  Expected Starting Date: September 2014 7.  Brief Project Description:  Support to UNICEF Lebanon’s external Communications activities 8.  Host Agency/Host Institute: UNICEF Lebanon Country Office, Beirut 9.  Organizational Context: UNICEF Lebanon Country office operates from its main office in Beirut, and four sub-offices in Zahle, Tripoli, Qobayat and Tyre. The programmes support the emergency response in the areas of Child Protection, Health, Education, and WASH. The Communication Section consist of 5 staff members and 2 consultants with the aim of ensuring the best possible coverage and advocacy for the plight of Syrian refugee children and Lebanese host families across local, regional and International communication platforms  10. Type of Assignment Place: assignment with family 11.  Description of tasks: Under the direct supervision of the Chief of Communication, with support from the Communication Specialists, the UN Volunteer will undertake the following tasks:Media Monitoring  - Share and distribute media monitoring reports as received by third party contractor  - Compile monthly media activities log for LCO and MENARO  - Compile/summarize/translate media reports as needed for specific UNICEF events or activities   - Compile/summarize media briefing reports on specific issues as neededField Visits  - Participate in the planning and agenda setting of field visits organized by the Communication section for media, UNICEF National Committees or High-Level visitors   - Participate in organizing logistics related to field visits as needed  - Accompany Communication and Programme staff on media/NatCom/High-Level visits as needed.  - Facilitate and support in the gathering of communication materials (interviews, video, photo) for internal or external use.Donor and Partner Visibility  - Liaise with programme officers to provide visibility (unicef and partners) as needed  - Provide simple, ready to print, designs for donor visibility print items (stickers, simple banners) as needed  - Liaise with programme officers in the field to ensure photographs for donor reports are available for reporting officers and social media posts  - Liaise with Social Media coordinator to provide Social Media posts on donor contributions    Other Tasks  - Assists in the identification and formulation of project activities and participates in the preparation of draft project proposals and documents.Furthermore, UN Volunteers are encouraged to:   • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. 12.  Results/Expected Output:The UN Volunteer is expected to contribute to the outputs identified by the section’s work plan as described below  • Digital communication strategy: UNICEF Lebanon’s ‘on and offline’ communication strategy is well developed and rolled out to cover both, communication of long term programmes as well emergency response. The strategy covers: content planning and seeding, community management and strategic partnership and relationship building.  • Content curation and seeding: UNICEF LCO has a well maintained website with up-to-date information and a wealth of interactive resources including audio and video content, interactive maps and info graphics. The communication team has a cross-channel content plan in place to ensure a steady stream of fresh ideas and that content is shared across a range of social channels as appropriate.   • Social media engagement and community management: UNICEF Lebanon is present on the main networks including Twitter, Facebook and YouTube. Engaging, quality content is posted regularly. There is a clear sense of two-way communication with supporters and solid community management. The number of engaged and users and followers grows steadily, content is shared widely, and the platforms are a trusted source of information. Key journalists and bloggers have been identified and specific communication strategies have been developed to reach and engage these specific groups. There are clear processes in place for managing content production, sign off and risk escalation.  • Networking and partnerships: Strong collaborative relationships are in place with counterpart social media co-ordinators in the media, key government agencies, and partner NGOs. Content and opportunities are shared regularly.     • Resource mobilization support; Global and country level fund-raising activities are supported by effective advocacy and communication strategy and activities.Support strategies and mechanisms to scale up the child protection response to the emergency, including addressing as relevant: family separation, gender-based violence, trafficking, the mental health and well-being of children and their families, mine action, arbitrary/illegal arrest and detention of children, other protection concerns for children etc. 13.  Qualifications/Requirements:• University degree in Journalism, Media Studies or a relevant field• Experience in communication for an international organization or NGO, or in social/child protection related field• Integrity, Commitment, Diversity and Inclusion• Proficiency in Communication, Working with People, Drive for Results, Formulating Strategies and Concepts, Analyzing, Applying Technical Expertise, Learning and Researching, Planning and Organizing• Fluency in English and Arabic (Writing and Speaking), French is an asset• Minimum 22 years old, Lebanese national, or legally resident in Lebanon with the status of refugee or stateless 14.  Living Conditions: Beirut is classified a B duty station - on a scale of A-E with A being the easiest living conditions.  The scale considers seven discrete factors: health, security, local conditions, isolation, climate, housing and education. Beirut is a city that has been rebuilt after the destruction of the 1975-1990 civil war and is beginning to regain its reputation as the Paris of the Middle East. The conflict in Syria has taken a toll on the tourism sector, but Beirut continues to be a pleasant place to live. The working environment is professional and warm, with an open plan office that encourages team work and collaboration across sectors to maximise results for children’s rights. 15.  Conditions of Service: A 12-month contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to LBP 1,487,500; settling-in-grant; life, health, and permanent disability insurance; resettlement allowance equivalent to 1-month VLA for every year of satisfactory service and prorated for periods shorter than a year.
