  Title: EXTERNAL RELATIONS CONSULTANT Location: Zahle, LebanonReporting to: Chief of Field Office Contract type: National Individual SSADuration: 11 months Start date: As soon as possible I. OBJECTIVESSupport Chief of Field Office in Zahle to effectively organise  visits to the Bekaa by donors, Ambassadors, VIPs, and UNICEF/UN colleagues from Regional Offices and/or Headquarters in conjunction with Beirut colleagues as well as support the interactions and advocacy with local authorities and partners in Baalbek and the Bekaa. II. BACKGROUNDAs the Syria Crisis enters its fourth year, UNICEF in Lebanon continues to receive a high number of visits from donor partners, foreign government ministers, ambassadors and other VIPs, as well as UNICEF and UN colleagues. Many of these visitors are interested in seeing activities in the field in the Bekaa. The UNICEF Zahle office organises from time to time large meetings and/or trainings with partners, civil society organisations, volunteers, as well as is engaged on a daily basis with advocacy and external relationship building with local authorities and partners to ensure access and quality programming for the most disadvantaged children in Baalbek and the Bekaa. III. SCOPE OF WORKUnder the direct supervision of the Chief of Field Office in Zahle, the consultant will:-Support organizing and facilitating field missions to the Bekaa, and large meetings or events, including internal and external communications, production of written material and logistics. -Support visits, discussions and missions with local authorities (Governors, Union of Municipalities and Mayors) with preparations, mapping, notes, etc.Within the delegated authority and the given organizational set-up, the incumbent will be also assigned to the following major duties and task: -Support the organization and facilitation of field visits to the Bekaa thorough written and verbal communications with Beirut and Zahle colleagues, implementing partners and other actors as needed (i.e. UNHCR in the case of joint missions). -With the help of Section colleagues and IM Officer, prepare Briefing Notes, agendas, and any other support document needed for the visit that is Zonal Office responsibility.-Visit potential sites for visits, checking on suitability of the location, record travel times and   take this into account when finalising agendas. -Support in identifying logistics needs and/or constrains, ensure all Travel requests and security clearances are obtained before the visits.-In coordination with CFO and support staff, ensure arrangements for lunch and/or hotel accommodation, and any other logistic needs of the delegations. -Compile a report after each visit for documentation purposes.-Arrange meetings with local authorities for the Chief of Field Office, when needed-Informs Head of Office of local news items of relevance to UNICEF programming-Take notes of meetings and discussion with local authorities IV. DELIVERABLES AND SCHEDULESDeliverables:-One report per visit-One consolidated monthly report of activities.Schedules:-Reports on activities undertaken and support provided to the Zahle Office are to be submitted to the Chief of Field Office at the end of each month for the duration of the assignment. V. PROFILE REQUIREMENTSEducation: Completion of secondary education is required. A relevant university degree (communications, journalism, digital communications and social media) is an asset. Work Experience: Two years of progressively responsible and relevant professional work experience in communication, marketing or PR in UNICEF, UN agency or International NGO. Fieldwork experience and exposure to emergency refugee programs is essential. Language Proficiency: Excellent writing skills in English and Arabic are essential.
