I. PURPOSE OF THE JOBPlaying out over the past two years, the Syria conflict has proven to be a complex emergency situation affecting a number of neighboring countries. Lebanon is today hosting the largest number of Syrians of any affected neighboring country. By late January 2014, over 900,000 Syrians had been registered or were awaiting registration with UNHCR.The current scale of the response and different programmatic avenues require additional UNICEF capacity to organize the mass amount of information generated daily from all the programmes through different channels in each of zonal offices. In addition, it is crucial for this information to be readily maintained and disseminated to relevant UNICEF programmes and Beirut office in a timely and consistent manner for evidence-based decision making and effective programmatic response.  The Lebanon Country Office has developed new information and analytical tools, and the requirements in term of information and analysis is becoming crucial and requires a dedicated staff member to strengthen our current programming. To this end, UNICEF is seeking qualified Information Management Officer to support the UNCIEF zone office in IM. III. KEY ACCOUNTABILITIES and DUTIES & TASKS  The primary objective of the incumbent will be to support UNICEF Hub office in their IM needs, specifically:1. Proactively gather, verify and analyze information from partners and agencies on implementation of UNICEF related programmes, including movement of population, potential camp locations and other gateways through which UNICEF implements.2. In coordination with UNICEF Monitoring and Evaluation Officer and other IM colleagues, assess and adapt appropriate existing M&E/IM tools and systems for the effective operation of the zone office.3. Support relevant partner organizations’ staff on the effective and efficient use of monitoring tools and systems.4. Organize and maintain contact directories of relevant actors using standard formats.5. Collect and maintain an inventory of relevant documents on the situation for children and women, i.e. mission reports, assessments, evaluations, etc, made accessible in an appropriate location – hard copies, email, web, etc.6. Conduct mapping of relevant gateways and field monitoring as needed.7. Liaise with other agencies and IM Focal Points in the relevant zone – share information as appropriate and identify and gather information from others which can inform UNICEF response and preparedness decisions.8. Compile, manage, verify and disseminate office’s progress on partner implementation and field verification reports. IV. QUALIFICATION and COMPETENCIES (required)- Education: University degree or equivalent in a relevant field or discipline such as geographic sciences, statistics, political science, Information Technology, Information Systems, Engineering, Architecture, or Communications- Professional experience: Minimum of 3 years of relevant experience- Language Proficiency: Fluency in Arabic and English- Technical Skills:a) Essential:• Strong knowledge of MS office suite and advanced knowledge in excel and database  • Understanding of GIS/Cartographic outputs and ability to collect and organize data to support their production. • Experience with humanitarian monitoring systems and frameworks.• Ability to present information in understandable tables, charts and graphs• Knowledge of ArcGIS or other mapping software an advantage.b) Other:• Data storage and file management expertise• Knowledge of Visual Basic/macros a plus• Communicates effectively in both graphic and narrative form• Information Technology and networking skills c)Values and Competencies:• Commitment, Diversity and Inclusion, Integrity• Communication [ I ] , Working with People [ II  ], Drive for Results [ I ]• Formulating Strategies and Concepts [ I ], Analyzing [II],Applying Technical Expertise [ II ], Planning and Organizing [ II ]
