I. BACKGROUNDSince 2012, the increasing influx of Syrian refugees into Lebanon due to the escalating violence and insecurity in Syria has resulted in a scale up of the response by UNICEF.  As at end of February 2014, there are 905,479 refugee children registered with UNHCR, with a further 48,729 pending registration, out of which 42% are school-age children (3-18 years old). The number of refugees has grown more than five time compared to that in 12 months ago, is expected to continue to rise, reaching 1.5 million by end of 2014, and with this the response will have to be further scaled-up. Ministry of Education and Higher Education (MEHE) is working towards ensuring accessible and quality education for children in Lebanon. Efforts are made in different sectors towards ameliorating the services and systems and ensuring provision of education in inclusive learning environments, and in the scholastic year 2013/2014 MEHE accepted to accommodate up to 85,000  Syrian refugee children in their public schools Also, MEHE is  working on developing the curriculum for Non-Formal Education, capacity building of providers, physical facilities rehabilitation, health-social readiness of students, and support in emergency situations are but their capacity and system which were over-stretched. , and they require further technical support. In order to strengthen their capacity and support the government in their emergency response United Nations Children's Fund (UNICEF) will deploy a Program Associate to provide technical support to MEHE on the Education in Emergency Response and on activities outlined in UNICEF AWP with the MEHE. II. OBJECTIVESThe aim of this consultancy is to provide technical support to MEHE on the Education in Emergency Response and on activities outlined in UNICEF AWP with the MEHE under the supervision of the MEHE Director General. III. RESPONSABILITIESUnder the guidance of Chief of Education and Adolescents Development, the consultant will be engaged in the following tasks in support of the Back to Learning (BtL) Initiative as per the UNICEF AWP with MEHE:1.Follow up on MEHE-UNICEF education in emergency/ recovery related activities 2.Support activities related to the MEHE-UNICEF Annual Work Plan3.Participate in the Education Sector Working Group (EWG) meetings, and support national level coordination to the sector. 4.Support education needs assessments, action plan, mapping, and identification of MEHE resources for coordination and monitoring of related activities. 5.Participate closely with the MEHE Education in Crisis Committee6.Coordinate closely with the Education Sector Development Secretariat (ESDS) on the regular program implemented with UNICEF to streamline and avoid duplication of activities7.Liaise with concerned committees, stakeholders, and units, including international and national organizations8.Facilitate relevant meetings to be held at the MEHE and keep a record of the proceedings9.Prepare and review related proposals and budgets for the MEHE10.Provide the MEHE with coordination support for related capacity building activities11.Support communication relevant to school health, psychosocial, teacher training, school rehabilitation and WASH in School interventions coordination activities, including preparation of correspondence, situation reports, press releases, awareness material, dissemination of information, and establishing a contact base12.Ensure follow up of education related activities personnel assigned to work with the Program Associate on the activities13.Keep a record of all activities IV. DELIVERABLES AND SCHEDULESMonthly report to be certified by the MEHE Director General and then approved/endorsed by the Head of Section. V. DURATIONThe duration of the assignment is 11 months. Start date: as soon as possible. VI. ADMINISTRATIVE ISSUESSupervisor: Chief Education and Adolescent programmeIt is a full time consultancy. The consultant will be based at MEHE.Each monthly payment is subject to the receipt of:-approved report,-and certified invoice.UNICEF will provide a computer and other necessary equipment as per the UNICEF regulations. VII. PROFILE REQUIREMENTS-Advanced university degree (equivalent to a Master degree) in education, business administration, crisis and emergency management, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. -At least 3 years of professional experience in program management in a relevant field, including minimum of two years covering education, public health or humanitarian and emergency issues. -Experience in Lebanese public sector is highly desirable and in intergovernmental or non-governmental organizations is desirable. -Fluency in oral and written Arabic and English is required.  Knowledge of French is an asset. VIII.
