UNICEF if looking for two Programme Officer (MIS), one within the Social Policy Section and the other within the Planning, Monitoring and Evaluation Section as follows:

 

In the Planning, Monitoring and Evaluation Section:
As UNICEF continues to provide the Government of Lebanon and partners with support to better understand the situation of women and children across the country and to strengthen systems to reach the poorest, the office is maintaining its lead in integrated cash programming in the context of protracted crises and works with UNHCR and WFP to implement a joint system for cash transfer programs known as LOUISE – Lebanon One Unified Inter-Organizational System for E-cards. This position in the PRIME Section would be responsible for all aspects of the LOUISE work programme as well as support to other cross-sector MIS needs.

This post’s purpose is to manage, update and maintain all aspects of the LOUISE development within the inter-agency steering committee, as well as support to other cross-sector MIS, sitting in the PRIME team, reporting to the Innovations Specialist. In absence of the Innovations Specialist, the Programme Officer will report to the Chief of PRIME.

 

In the Social Policy Section:
As UNICEF continues to provide the Government of Lebanon and partners with support to better understand the situation of women and children across the country and to strengthen systems to reach the poorest, the office is maintaining its lead in social protection programming in the context of protracted crises and implements a programme reaching over 45,000 children in 3 Governorates of the country. This position in the Social Policy Section would be responsible for all aspects of the MIS within the cash programme.

This post is responsible for managing, updating and maintaining all aspects of the UNICEF Lebanon Cash MIS and its subsequent impact on results of the humanitarian social protection programme (No Lost Generation/Min Ila) in the Social Policy team, reporting to the Social Protection Specialist (Humanitarian).

How can you make a difference?

In the Planning, Monitoring and Evaluation Section:
•Oversee and contribute to LOUISE’s Integrated Card System (ICS) development, running and maintenance as well as interface with UNICEF cash programmes
•Ensure integration and smooth functioning of connection, integration and maintenance of interface between LOUISE and UNICEF Cash MIS
•Maintain and further develop LOUISE IM Portal (that UNICEF hosts), including building reporting and dashboard
•Represent UNICEF in inter-agency LOUISE technical developer meetings and ensure a thorough follow-up with LOUISE coordinator and UNICEF team and Management
•Providing link with ICT to interact and follow-up maintenance of AZURE;
•Oversee changes to the CPIMS based on programmatic lead from CP team as well as other sector MIS developer needs.

 

In the Social Policy Section:
•Managing, adjusting and maintaining the cash programme’s MIS (modules and database) end to end to ensure it meets the requirements of the cash programme (registration, payment, household visits, complaints, updates, dashboard, etc) to reflect the lessons learned and program changes, including updating front-end and graphics which are user-friendly;
•Ensuring responsibility for the cash programme’s database maintenance, data integrity and data protection contained in the MIS/database;
•Provide training and troubleshooting support to the users of the system;
•Organize and ensure meetings with the team and partner agency to ensure that the systems are responsive to changing operational needs on the ground; including monthly status reports to the team;
•Provide specific data analysis and reports to key stakeholders, based on data sharing agreements;
•Carry out ongoing risk analysis for data issues within the cash programme and keep team informed, provide options to mitigate risk;
•Ensure updating of MIS to remain compatible/integrated with other systems including the LOUISE, etc. (based on designs approved)

To qualify as an advocate for every child you will have…

Education:
Advanced degree in computer sciences or related field and three years of relevant experience, or Bachelor degree with 2 additional levels of experience.

Experience:
- Three years’ work experience as a Software Developer in enterprise level projects in reputable organizations;
- Experience working with Cash Transfer programs is desirable;
- Excellent command of PHP, .NET, Javascript, CSS, XML, Web services – WFP, Ajax-enabled, SOAP, SOAP Extentions – SOA, SMTP;
- Experience with Agile methodologies (Scrum and Extreme Programming)
- Experience database programming with PL SQL (3+years), Oracle / SQL Server (Large Scale Systems);
- Ability to quickly analyse, understand, interpret and convey complex scenarios and to define suitable and effective solutions.
- Ability to take responsibility for overall programme results as linked to the post’s roles.

Language Requirements:
Fluency in English and Arabic is required. French is an asset
