PURPOSE OF THE POST Since 2012, the increasing influx of Syrian refugees into Lebanon due to the escalating insecurity in Syria has resulted in a scale up of the response by UNICEF. Refugees are sheltering in various parts of the country and in a wide range of accommodation, with a concentration in the Bekaa area and the North of Lebanon. Therefore, in order to adequately support the UNICEF Lebanon program response, four field offices have been established in Zahle, Qobayat, Tripoli and Tyre. These field offices will necessitate additional assistance to the Field Security Advisor based in Beirut, and therefore it is important to have two local security assistants. The priority for these positions should be the Bekaa and Tripoli/Aakar.The importance of this position is primarily to gather information within the area of responsibility and report to the Field Security Advisor (FSA). The FSA can then analyze the information and advise the Country Representative of any prevailing security situation in order to help facilitate the correct decision in conjunction with the UNSMS (United Nations Security Management System). The incumbent will also carry out a number of other tasks related to security (see below).
MAJOR DUTIES AND RESPONSIBILITIES
1.Assess the security situation in the area of responsibility, and prepare security risk assessments and reports on a regular basis or as required.2.Build and maintain information/contact networks throughout the area of assignment in order to enhance UNICEF’s field security capacity 3.Assist the UNICEF Field Security Advisor (FSA) in safeguarding UNICEF operations, staff and assets.4.Liaise with local authorities, including law enforcement, civil authorities, NGOs, and UN security to obtain and exchange information on security issues. 5.Maintain address and telephone lists for UNICEF staff based in the area of responsibility. This includes UNICEF staff on mission. 6.Ensure maps showing the locations of staff residences are regularly updated, and available to the Field Security Advisor and all senior management.7.Support the Field Security Advisor in providing basic security training on security awareness, preparedness and responses for all staff as part of the induction process to the office.8.Assist in the preparation, maintenance and distribution of security guidelines to all staff in relation to security measures, standards and policy. This includes MOSS compliance for all UNICEF offices, and MORSS for residential premises. 9.Maintains a database of all security incidents and completes reports as required. 10.Keep records of the issuance and return of UNICEF ID cards. 11.Respond/assist to emergencies/crises that may involve UNICEF operations, staff and assets.12.Conduct regular field trips in order to enhance UNICEF’s field security capacity. 13.Assist in or conduct security & safety related investigations. 14.Performs other security related duties as designated by the Field Security Advisor.
WORKING CONDITIONSThe successful candidate will be expected to move frequently around the area of responsibility on both foot and in a vehicle.
IMPACT AND CONSEQUENCE OF ERROR(a)Describe the type of decisions or recommendations regularly made and their impact on other persons or the work of the office.The recommendations will be based on the current and perceived security situation in the area of responsibility. The successful applicant is not a decision maker.(b)Describe the most damaging error(s) that could be made in the work and the consequences they would have.Going against the agreed country security protocols and policies, which could have very damaging effects on staff, programs and assets.
REVIEW OF WORK The incumbent will be tasked on a weekly basis, or as is needed on what exactly is required in regard to reporting and information gathering. This will be cross checked against other information received.
GUIDELINES(a)Indicate which guidelines are required for performing the duties of the post (rules, regulations, policies, procedures, practices, precedents, manuals, instructions, etc.)The guidelines come from the security management system, as well as the country policies. The immediate supervisor will explain these as part of ongoing development.(b)Describe the degrees to which interpretation of, and deviation from, existing guidelines are permitted, and the authority to propose or establish new guidelines.The authority to propose new guidelines comes from the Country Representative through the SMT (Security Management Team).
WORK RELATIONSHIPSa)Internal The incumbent should liaise regularly with staff in order to update them on the security situation in the area of responsibility, as well as listen to any security concerns staff may have.b)ExternalThe incumbent will be expected to liaise regularly with the local security forces, other UN agencies, NGOs and any source that helps provide information on any particular security situation.
QUALIFICATIONS AND COMPETENCIES required to perform the duties of the post:a)EDUCATION: Completion of secondary education. Training in security field is desirable. Relevant university courses are an asset.b)WORK EXPERIENCE: Six years of progressively responsible clerical and administrative work, of which at least one year must be closely related to support of security/emergency activities. c)LANGUAGES: Fluency in English and Arabic with ability to write simple security/emergency reports.
