DETAILS I. Position Information: Title: WINTERISATION ASSISTANTSSection: Filed OperationsLocations: Tyre/Tripoli/Qobayyat/ZahleReporting to: Chief of Field OfficeDuration: 4 monthsContract type: Individual SSAStart Date: October 2014 II. Objectives:                                     To oversee and monitor all Winterisation activities within the designated region, including acting as a focal point for all Winter enquiries and coordination issue resolution where necessary. III. Background: In October 2014, UNICEF Lebanon will launch a $10million Winterisation program reaching approximately 365,000 children through in-kind clothes kits and clothes vouchers, cash transfers, IS site improvements and classroom heating. Monitoring activities in the field is essential in order to ensure supplies reach their intended targets, that any issues that arise are solved quickly and that the risk of fraudulent activities is sufficiently mitigated. IV. Scope of work:Under the direct supervision of the Chief of Field Operations and in collaboration with the Winter Project Officer, the consultant will have to:- Coordinate and monitor Winterisation activities at field level by visiting sites;- Assess the implementation of activities by collecting data and information and- Produce reports after each field trip to be uploaded overnight.The incumbent will be responsible for participating in daily field monitoring trips in coordination with other UNICEF colleagues and third party monitoring teams. The scope of each field trip will be to ensure correct implementation of Winterisation activities through implementing partners and vendors and where necessary, to address any areas of concern for timely correction V.Deliverables and Schedules:Daily field trips to monitor Winterisation activities within designated region as per schedule. Site field monitoring reports are to be prepared following each field trip. VI. Timing: To commence in October 2014 VII. Reporting Requirements: Daily field reports to be produced after each field trip and uploaded overnight. VIII. Profile Requirements:Education: A first university degree (Bachelor or equivalent) in one or more of the following areas: Supply Chain management, Business Administration, Management, International Economics, Engineering, International Development, Contract/Commercial Law or specialisation in directly related areas including credited courses in supply, logistics, purchasing, contracting or UNICEF programmatic areas.Experience: At least two year of work experience with the demonstrated capacity to carry out field monitoring and reporting. Experience with voucher programmes desirable.Language Requirements: Fluency in English and Arabic required. IX. Administrative Issues:Supervisor and certifying officer: Chief of Field OfficeIt is a field-based and full time consultancy. Office space and field travel costs will be covered by UNICEF.Each consultant will have to provide with his/her own laptop.Each monthly payment is subject to the receipt of:- approved report,- certified invoice.  N.B. Kindly specify your preferred area/location in the cover letter
