The Youth Programme Technical Officer, under supervision of the Youth and Adolescent Development Specialist, is expected to support UNICEF Lebanon’s YAD section in delivering the YAD innovation strategy and youth components of the climate change strategy, develop new concept notes, proposals and reports, and provide technical support to the section on topics such as innovation, entrepreneurship, the digital economy, and climate change.

The selected candidate will be providing technical support in the already established Youth GIL programme, PROSPECTS related projects, employment and youth related climate change projects. In particularly, the consultant is expected to devise and deliver on strategies to enhance youth innovation, employability, and initiatives related to climate change across the section’s programmes, including concept notes and proposals under PROSPECTS, Climate Change, Mentorship Programme, and Learning to Earning focused initiatives.

The three main deliverables the consultant will be responsible to deliver against are as per the below:

(1)          Technical support and execute the innovation strategy for the Youth and Adolescent section.
Deliverable: Monthly progress report
Objective: The consultant is expected to make progress on the implementation of the innovation strategy involving all YAD section staff to make sure they are equipped with innovation tools and utilize youth-led innovative solutions tackling emerging challenges in an optimized manner. This includes developing and devising new concept notes, proposals, and presentations.
Develop an action plan for implementation of the YAD innovation strategy.
-    Prepare and present monthly reports on the progress of the work.
-    Coordinate and pilot concept notes related to youth innovation, entrepreneurship, and     employability.
-    Develop new innovative concept notes, proposals and relevant reports for the section responding to emerging needs of youth and adolescents and in line with the focus of this consultancy.
(2)          Technical Lead for the PROPSPECTS proposal and employment platform.
Deliverable: Monthly progress reports
Objective: The consultant is expected to lead and make progress on the implementation of the prospects round 2 proposal.
Tasks:
-  Follow up on implementation of the PROSPECTS Opportunity Fund proposal joint work plan with partners.
-  Coordinate with PROSPECT partners, stakeholders, and implementing partners.
-  Facilitate youth involvement in project development, design and implementation.
-  Technically lead the employment platform development and implementation.
-   Conduct technical monitoring visits and submit reports on partnerships and execution of activities.

(3)          Technically lead, coordinate and grow the Youth Climate Change Strategy in the YAD section.
Deliverable: Monthly progress report
Objective: The consultant is expected to advise, coordinate and build on the work and action plan for the Youth Climate Change Strategy, involving all staff in the YAD section, and linking it to the overall UNICEF LCO Climate Change Strategy.
Tasks:
-   Coordinate between YAD, WASH, and other sections/colleagues.
-   Ensure implementation of the Youth Climate Change Strategy across the components of the YAD section.
-   Technically support the work on integrating Climate Change in youth related concept notes, strategies, reports and proposals.
-    Grow and scale the initiatives under the Youth Climate Change Strategy, including the development of “Green Jobs” pathway, Climate Change Youth Engagement and Advocacy, and roll out of educational climate change modules with Youth training partners.
-     Conduct technical monitoring visits and submit reports on partnerships and execution of activities related to Climate Change.


How can you make a difference?

The consultant is expected to deliver the below tasks and the payment will be processed monthly:

Task /Milestone 1:

  • Follow-up and consult YAD staff to ensure efficient implementation of innovation strategy and youth climate change strategy.
  • Coordinate youth climate change activities and meetings.
  • Facilitate Youth Innovation Strategy kick-off.
  • Develop youth employment platform story board and pilot plan.
  •  Develop a mentorship enhancement pilot.
  • Follow-up on other ongoing projects in progress and conduct 3 technical visits per month.
  • Integrate climate change modules into youth programming.
  • Develop projects and programmes on climate and youth, as per strategy.

Deliverables/Outputs:

  • Update on the YAD strategy roll out, Climate change, Mentorship and employment platform set up– 80% of payment.
  • 3 monitoring visits implemented

Task /Milestone 2:

  • Follow-up with YAD staff to ensure proper implementation of innovation strategy and youth climate change strategy.
  •  Coordinate youth climate change activities and meetings.
  •  Facilitate youth participation in platforms design and development.
  • Pilot mentorship package and management system.
  •  Build on other ongoing projects in progress.
  • Follow-up on projects and programmes on climate and youth, as per strategy and conduct 3 technical visits per month.

Deliverables/Outputs:

  • Update on the YAD strategy roll out, Climate change, Mentorship package and employment platform set up.
  • 3 monitoring visits implemented.

Task /Milestone 3:

  • Follow-up with YAD staff to ensure proper implementation of innovation strategy and youth climate change strategy.
  • Coordinate youth climate change activities and meetings.
  • Develop the youth employment platform minimum viable product.
  • Organize a workshop with all concerned parties to review mentorship documents presented.
  • Follow-up on other ongoing projects in progress and conduct 3 technical visits per month.
  • Contribute to LCO climate strategy as requested by task force.

Deliverables/Outputs:

  • Update on the YAD strategy roll out, Climate change, Mentorship package and employment platform set up.
  • monitoring visits implemented.

Task /Milestone 4:

  • Follow-up with YAD staff to ensure proper implementation of innovation strategy and youth climate change strategy.
  • Complete the review of the Mentorship plan and training package.
  • Follow-up on projects and programmes on climate and youth, as per strategy.
  • Develop an MVP test and monitoring plan of the employment platform.
  • Contribute to LCO climate strategy as requested by task force.

  • 3 monitoring visits implemented

Task /Milestone 5:

  • Follow-up with YAD staff to ensure proper implementation of innovation strategy and youth climate change strategy.

  • Follow-up on projects and programmes on climate and youth, as per strategy and conduct 3 technical visits per month.
  •  Kick-off workshop of the youth employment platform.
  • Follow-up on other ongoing projects in progress.

  • 3 monitoring visits implemented

Task /Milestone 6:

  • Follow-up with YAD staff to ensure proper implementation of innovation strategy and youth climate change strategy.
  • Coordinate youth climate change activities and meetings.
  •  Follow-up implementation of ongoing pilot projects and conduct 3 technical visits per month.
  • Contribute to LCO climate strategy and CPD update as requested by task force

  • Follow-up implementation of ongoing pilot projects and conduct 3 technical visits per month.
  • Contribute to LCO climate strategy and CPD update as requested by task force

  • Implement monitoring activities of ongoing pilots.
  • Assessment of Youth Innovation Strategy progress with action plan.
  • Follow-up implementation of ongoing pilot projects and conduct 3 technical visits per month

  • 3 monitoring visits implemented.

Task /Milestone 9:

  • Follow-up with YAD staff to ensure proper implementation of innovation strategy and youth climate change strategy.
  •  Coordinate youth climate change activities and meetings.
  • Develop outreach and scaling plan for the youth employment platform.
  • Develop outreach and scaling plan for youth climate change initiatives.
  • Follow-up on projects and programmes on climate and youth, as per strategy and conduct 3 technical visits per month.

Deliverables/Outputs:

  • Update on the YAD strategy roll out, Climate change, Mentorship package and employment platform set up.
  • 3 monitoring visits implemented.

Task /Milestone 10:

  • Follow-up with YAD staff to ensure proper implementation of innovation strategy and youth climate change strategy.
  • Coordinate youth climate change activities and meetings.
  • Generate assessment report on ongoing pilots for improvements.
  • Follow-up on projects and programmes on climate and youth, as per strategy and conduct 3 technical visits per month.

Deliverables/Outputs:

  • Update on the YAD strategy roll out, Climate change, Mentorship package and employment platform set up.
  • 3 monitoring visits implemented.

Task /Milestone 11:

  • Follow-up with YAD staff to ensure proper implementation of innovation strategy and youth climate change strategy.
  • Coordinate youth climate change activities and meetings.
  • Develop action plan based on assessment of pilot projects.
  •  Follow-up on projects and programmes on climate and youth, as per strategy and conduct 3 technical visits per month.

Deliverables/Outputs:

  • Update on the YAD strategy roll out, Climate change, Mentorship package and employment platform set up.
  • 3 monitoring visits implemented – 20% of payment

Task /Milestone 12:

  • Present all documents to YAD section.
  • Organize a workshop with all concerned parties to review documents presented.
  •  Organize and attend regular coordination meetings with the partners.
  •  Conduct 3 technical visits.

Deliverables/Outputs:

  1. Update on the YAD strategy roll out, Climate change, Mentorship package and employment platform set up.
  2. 2 monitoring visits implemented.
  3. internal review workshop.

To qualify as an advocate for every child you will have…

  • Master’s degree in Economics, Social Sciences, Innovation, Digital fields, Environment.
    - At least 3 years of project/programme management experience, including in development contexts, Climate change, Technology and Innovation related interventions.
  • Demonstrate excellent written and verbal communication skills in English.
  • Good writing, data processing, analytical and synthesis skills.
  • Fluency in English. Arabic is considered an asset.
  • Ability to interact successfully with individuals of different cultural backgrounds and beliefs.
  • Has at least 3 years of firsthand work experience working with start-ups and/or social enterprises.
  • Has solid climate change and environment related knowledge and experience.
