The Assistant Education Officer will work under the direct, overall supervision of the UNHCR Education Expert. Specific responsibilities include, but are not limited to:
Strategy Development for Education 2013/14
- Support the process of developing a strategy for 2013/14 in close cooperation with colleagues in Beirut and at the field offices, the MEHE, partners, and representatives from the refugee and host populations in the affected areas and ensure that the planning is in-line with the DEVCO activities and requirements.
- Be familiarized with the UNHCR Global Education Strategy, the Millennium Development Goals for Education and the INEE standards and ensure the process is in line with the set standards
Coordination
- Represent UNHCR in the DEVCO Steering Committee and ensure smooth coordination with partners through bi-lateral and general coordination meetings (Education Sector Working Group).
- Assist when needed with preparations for the Steering Committee meeting and minute writing
Monitoring and Evaluation
- Thorough monitoring of the DEVCO 1,2 and 3 activities is required to fulfill the EU standards on monitoring and reporting. Field trips should be conducted frequently, as well as attending joint monitoring missions with other stakeholders.
- Develop tools for monitoring and evaluation together with MEHE and UNICEF.Evaluate the program on a regular basis in coordination with stakeholders and donor and make necessary changes
Reporting
- Responsible for providing timely input and assist the reporting officers in compiling information and draft the DEVCO-specific reports
- Support the Education Unit in providing inputs to monthly and weekly reports
Training/Capacity Building
- The candidate will responsible for the training and capacity building of field staff on the project cycle related to the DEVCO-projects (strategic direction, M&E, reporting requirements etc.)
Budget
- Together with program, follow-up on partner’s expenditure and advice on changes in allocations according to need or necessity in close coordination with implementing partners
