The position requires regular contact with Programme, protection and field staff in country in order to ensure technical support related to Cash Based Intervention activities. Close and regular contact with technical and non-technical staff of UN Agencies, Implementing Partners, National and International NGOs and Government Authorities. The Assistant Field Officer (Cash Assistance) will be supervised by the Field Officer in charge of Cash Assistance in the Field Office. The incumbent will have daily contacts with colleagues in the Cash Assistance Unit, Implementing Partners and various field offices and with the other functional units at the Country Office. The incumbent will play a major role in managing the data of the cash assistance and coordinate with internal and external actors to ensure that the organizational procedure are followed and implemented. The Supervisor will monitor closely to ensure that the outputs are achieved and the assistance is managed and delivered effectively. S/he may receive indirect guidance from other sections and units relevant to the country/regional programme(s). UNHCR Manual, programme and protection objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the incumbent. The incumbent does not normally have any direct supervisory role.

UNHCR Cash Assistance process is effectively implemented and managed based on updated needs assessment and in accordance with agreed terms and conditions and standards.
Organizational procedures and standards for cash assistance are strictly followed and implemented.
UNHCR’s policies, standards and procedures are constantly and coherently applied in the area of responsibility (AoR).
The needs of persons of concern in the AoR are assessed and analysed in a participating manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning.
Responsibility (process and functions undertaken to achieve results)
Assess the needs of persons of concern in the AoR and formulate project submissions in collaboration with district authorities and implementing partners.
Promote and monitor the implementation of assistance projects.
Promote appropriate technologies and innovation in all Basic Assistance programs.
Provide clear guidance on standards for Cash Assistance standards to meet basic and essential needs.
In coordination with the Field Office/Field Unit assist in the assessment and provision of assistance to persons of concern to UNHCR.
Collect/ update data and other information on beneficiaries with particular attention to the identification of people with special needs.
Co-ordinate with partners and focal points on beneficiary lists that reflect the situation of cash assistance and cross check the data to avoid duplication and maintain an error-free list.
Participate in Cash Assistance distributions, verification and monitoring exercises and follow up, on a regular basis, on routine problems people of concern may encounter with assistance.
Maintain the filing of financial records for all cash assistance related documents, keep track & update the inventory of the ecards distributed and cashed.
Take part in the regular monitoring of the implementation of UNHCR assistance programs.
Assist in the preparation of monthly sectoral reports and submit material for preparation of periodic project monitoring reports and year-end reports.
Prepare weekly, monthly statistics and update database with monthly cash assistance in a timely manner.
Perform any other related duty as requested.
Authority (decisions made in executing responsibilities and to achieve results)
Have direct contact with partners and the bank, internal, external bodies in all related issues that are pertaining to data managing and cash assistance in the area of responsibility.
Liaise and coordinate with NGOs, IPs and other stake holders on Cash Assistance issues.
Actively participate in Basic Assistance sector coordination at local and national level.
