There are currently over one million Syrian refugees registered with UNHCR in Lebanon, which makes Lebanon the highest refugee-hosting country per capita in the world. There are no approved camps in the country, and refugees are spread over 2,125 communities and locations across the country. The refugee response is led by the Government and local actors, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field. The structure brings together over 100 UN agencies, national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response and UNDP facilitates the resilience and stabilization component. The UNHCR operational response in Lebanon is the largest for the organization. Media attention and the frequency of influential high-profile visitors is high. The Office has grown substantially in the past years and now has around 640 staff. Aside from the Branch Office in the capital city of Beirut, UNHCR has two sub-offices in Zahle and Tripoli and two field offices in Mt Lebanon, Tyre, and one field unit in Qobayat under the Tripoli Sub-Office. The purpose of this role is to contribute to management of a digital, creative and communication team that is able to engage and mobilise diverse group of audiences in the region in 2017, as well as position UNHCR in the hearts and minds of people.The role will focus on achieving a full year campaigning approach based on quality content that is relevant to target audiences with the support of Public Information teams in the MENA region. The Assistant PSP Officer (Engagement Campaigns) is part of  a creative Digital team that will contribute to the growth of UNHCR’s IG fundraising strategy and plan, and the communications vision of the Private Sector Partnership (PSP) Arabic Digital Hub. S/he works closely with the regional PSP team and the Global Fundraising Support Team Accountability (key results that will be achieved)  UNHCRS’s IG Fundraising Strategy and Plan is expanded and implemented within the Area of Responsibility (AoR). Responsibility (process and functions undertaken to achieve results)  Contribute to the strategy development for the PSP Arabic digital hub communications and public campaigning in support to its fundraising digital projects. Contribute to digital team thinking on new public engagement initiatives, including scoping support needed, driving creative thinking, and working with the Senior Digital Media producer to develop appropriate plans and resources. Ensure public engagement campaigns are well positioned to meet the agreed objectives and inspire, mobilise and empower a wider segment of society to be directly involved in our work and engage millions of people to campaign alongside us. Ensure public engagement campaigns provide large scale lead generation and opportunities for the recruitment of new donors. Contribute to the strategic and operational direction and management of the Individual Giving unit and PSP service in MENA. Ensure all digital activities are planned, monitored and evaluated according to income and fundraising targets. Identify opportunities to use the news agenda to raise awareness and lead on developing public engagement digital activities. Act as liaison with key internal stakeholder teams including Public Information and social media teams, and mobilise these key personnel as PSP’s key influencers. Liaise with Public Engagement and PSP Communication colleagues in Headquarters and Field Offices over UNHCR’s digital campaigns and opportunities. Ensure that communications activities are aligned consistently and reflect the image and values of UNHCR. Contribute to development of digital content and engagement strategy across different channels including website, social media, DRTV, Telemarketing, and donor communications. Contribute to planning of content gathering and quality communications products for PSP Arabic digital hub. Provide support and coaching on communications and public engagement to regional PSP staff, and share the latest public engagement trends, strategies and techniques from the sector. Ensure public engagement campaigns are broadening and strengthening the relationship with our existing donors and will improve the donor loyalty resulting in an increase of the long term net income per donor. Sign off materials in conjunction with the Senior Digital Media Producer.  This includes social media content, DRTV content, newsletters and other key donor materials. Ensure that PSP’s digital communications is fully integrated into strategic planning and operational activities as well as maintain consistency and brand adherence across all platforms. Authority (decisions made in executing responsibilities and to achieve results)  Monitor the implementation of public engagement campaigns and make recommendation in case of deviation from plans.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
University degree (BA) in Communication, Public Relations, Marketing or Fundraising.
A minimum of 2 years’ experience of working in fundraising, communication and advocacy within a National and International context.
Experience with communication campaigns and fundraising techniques including digital, telemarketing and direct mail.
Experience with various lead generation techniques and donor communication programs.
Knowledge of local institutions.
Fluency in written and spoken English and Arabic

DESIRABLE QUALIFICATIONS & COMPETENCIES
Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.
Relationship building and networking skills.
Experience in strategy development and implementation of public engagement and advocacy campaigns using various digital and offline marketing techniques for engaging with the general public and donors.
Proven expertise, experience and up-to-date knowledge in developing public engagement strategies and campaigns.
Proven experience with managing workshops and training staff on the topic of public engagement and advocacy campaigns.
Experience of managing agencies including the drafting and instruction on briefs, building relationships and management of operations.
Excellent verbal and written communication skills
