 JOB DESCRIPTION PART 2A – IDENTIFICATION OF POSITION   Position Title:  Assistant Registration Officer   Position Grade:  NOA (Affiliated Workforce) Supervisor Position Title: Associate Registration Officer Position Location & Code : Tyr, Lebanon   Position Code: HR345     PART 2B – POSITION REQUIREMENTS 2.1ORGANIZATIONAL CONTEXT. Define the role of the position within the team, describing its leadership role, if any, it’s external/internal work relationships or contacts, the contextual environment in which it operates and the scope of supervision received, and where applicable, exercised by the incumbent.           As of December 2014, Lebanon hosted more than 1.1 million registered refugees from Syria. The Syrian refugee population in Lebanon is the largest in the world and also represents a significant percentage of Lebanon’s total population.     There are no approved camps and refugees are found across more than 1,700 locations all over the country. Based on the last UNHCR shelter survey, some 57% of refugees rent basic apartments or homes; many are overcrowded with several refugee families sharing limited space. Over 40% live in sub-standard and insecure conditions in makeshift shelters, tents, unfinished buildings, garages, warehouses and worksites. Ensuring access to basic services is a constant challenge.   As the designated lead agency in the refugee response in Lebanon, UNHCR has established a sector-based structure in Beirut and in the field to support the Government. The structure brings together 11 UN agencies, 51 national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations.   Moving forward, partners are making significant efforts to ensure that available resources reach the most vulnerable including through the targeting of assistance across all sectors and new programming efficiencies such as the introduction of cash assistance. UNHCR also continues to integrate direct support to government institutions and communities most impacted by the refugee influx into its programming to help facilitate continued social cohesion and receptivity towards refugees.   The Assistant Registration Officer functions under direct supervision of the Associate Registration Officer/Associate Protection Officer, who defines general work objectives and provides necessary advice and guidance. As of mid-2015, it is envisioned that the Assistant Registration Officer will take overall responsibility of the unit.   The Assistant Registration Officer will supervise registration and reception staff. The Assistant Registration Officer is responsible for managing all aspects of registration activities in the South, including overseeing multiple registration points, scheduling systems, referrals to other units and other humanitarian partners, coordination of activities with Government counterparts, and statistical and data management aspects of the operation     2.2FUNCTIONAL STATEMENT. Focusing on the deliverables and the achievements expected from the job, describe the functions to be performed by the incumbent of the position. Describe also the engagement and the degree of relationships with clients/partners, and the impact of actions.     Accountability   Ensuring access of Syrian refugees to the registration processes in the Bekaa; The identification of vulnerable asylum-seekers and refugees and their referral to other units within the office and/or implementing partners in an accurate and timely manner; The management of expectations of asylum-seekers and refugees.   Responsibility   The incumbent is responsible for providing analysis and for developing and coordinating plans for the implementation of registration activities for the Syria emergency The incumbent will work with protection staff on registration activities and on specific needs in terms of protection. The s/m will also liaise with programme staff on registration budgets and on statistics for assistance. Analyze and recommend appropriate registration strategies and methodology to meet standards; Determine appropriate technology required to implement strategies; Recommend plans, implement and monitor operational projects in regard to registration activities toensure that provision is made for adequate resources; Undertake training of UNHCR and partner staff in registration methodologies, technologies and standards to enable them to conduct registration and to manage registration data on a continuous basis; Inform and advise staff on planned registration activities; review plans and requests to ensure that they are in agreement with standards; Coordinate registration activities between other UNHCR offices and mobile registration locations ensure standardization and consistency of data and its use; Ensure that statistics and other reports are produced on a timely basis; Perform other duties as required.     Authority   Referral of cases to other functional units, and humanitarian partners Review of cases for eligibility, adherence to process, protection standards, data quality Strategic decision-making on outreach and mobile activities     2.3 REQUIRED COMPETENCIES,which illustrate behaviours that are essential to achieving deliverables described above, and that are critical to successful performance.  University Degree in Politics, Law (or related field with relevant experience)
 4 years relevant work experience
 Fluency in Arabic and English
 Computer skills: Advanced; Word processing, Excel; Basic Data Base

 Familiarity with UNHCR registration standards
 Additional work experience in Int. Human Rights Law desirable
 Demonstrated strong organizational and interpersonal skills

DESIRABLE QUALIFICATIONS & COMPETENCIES. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.

 Previous experience in UN/UNHCR.
 Good knowledge of Progres (HCR database for reintegration of refugees, returnees and displaced persons).
 Experience in managing programme related to standards and indicators.
 Completion of UNHCR learning programmes or specific training relevant to functions of the position
 Knowledge of another relevant UN or local languages.
