Assistant Wash Officer (Unops) - Zah103 - Noa - Zahle, Lebanon

The Assistant WASH Officer shall work within the WASH Unit under the direct supervision of the Shelter and WASH Coordinator and/or WASH Specialist The WASH team is focused primarily on four main work areas; -             Field Monitoring & Reporting: Development and adjustment of tools to ensure efficient data collection. Monitoring implementation and impact of implementing partners and contractors in accordance with sector standards and results based frameworks. Leading collection of data and information to permit a robust understanding of the WASH situation to inform decision making for programme management, emergency, and contingency planning. Providing support to capacity building initiatives. -          Programme & Implementing Partner Management: WASH strategy development in collaboration with major stakeholders and in line with identified needs (evidence based). Development and evaluation of partnership agreements and Terms of Reference/contract documents in line with WASH needs, sector standards, and results based frameworks. Development of WASH interventions. Implementation and impact monitoring of interventions and activities of implementing partner(s) and contractors in accordance with targets, sector standards, results based frameworks and best practice procedures. Design and development of capacity building initiatives to enhance response ability of staff and implementing partner(s). Facilitation of coordination between implementing partner(s), contractor, municipality and host community groups. -          Water Sector Participation and Support: Coordination with partners to avoid duplication of effort and to ensure adequate delivery of WASH services. Assistance in the development and updating of emergency and contingency plans. Assistance in the development and coordination of sector strategies, mapping of needs, and gaps. Communication and collaboration with IP’s, OP’s, UN agencies, and government stakeholders. Reporting and negotiation on behalf of UNHCR.  Accountability: FIELD MONITORING & REPORTING Adapt internationally accepted WASH standards, policies, and guidelines according to the unique situation of UNHCR’s persons of concern in Lebanon; Plan, implement and supervise WASH related needs assessments using data collection software; Manage analysis and interpretation of data concerning the WASH activities to prepare reports and inform WASH programme decision making; Undertake daily field monitoring and impact assessment visits to UNHCR funded WASH partners and contractors; Prepare field monitoring reports for the WASH unit and UNHCR management; Prepare WASH referrals for UNHCR WASH partners and the WASH sector lead; Review the quantity and quality of water and sanitation services in informal settlements, sub-standard buildings, collective shelters, and host communities; Respond quickly and efficiently to WASH needs as a result of evictions.   Responsibility: PROGRAMME AND IMPLEMENTATING PARTNER MANAGEMENT Develop and maintain the UNHCR WASH strategy for the Bekaa in collaboration with stakeholders and in line with needs (evidence based); Design, plan, and supervise programmes undertaken by UNHCR WASH partner(s) and contractors to ensure quality, cost effectiveness, sustainability, gender equality and environmental soundness in their implementation; Manage UNHCR WASH partner(s) and associated contractors; Prepare sketches, designs and budgets for direct implementation or to assist UNHCR WASH partner(s) and contractors in programme design, planning and implementation; Prepare and/ or assess bills of quantities and construction plans for direct implementation or to assist UNHCR WASH partner and contractor activities; Prepare and/ or assess tenders prepared by UNHCR WASH partners and contractors; Provide sound technical WASH advice to UNHCR WASH partners and contractors, and sector operational WASH partners; Identify technical support training needs of UNHCR and sector WASH partners and support in planning and implementation of same; Ensure that WASH interventions undertaken are to agreed standards; Assist UNHCR WASH partner in water quality testing procedures (bacteriological and chemical); Promote community involvement and participation in all the different stages of the WASH project cycle. Authority:   WATER SECTOR PARTICIPATION AND SUPPORT Liaise and coordinate technical activities with the Water Establishment, local authorities (municipalities), community representatives, and other agencies engaged in the WASH sector; Actively participate in Water Establishment, municipality, and other government/ donor coordination meetings at local and national level; Actively participate in WASH sector coordination meetings at local and national level; Assess and report upon activities undertaken in the field by UNHCR partner WASH activities; Assess and adapt approaches taken to WASH related interventions with a view to improving WASH sector performance; Maintain a strong understanding and awareness of developments in the WASH sector and present same at WASH working groups; Liaise with other sectors, particularly shelter, health, field and protection to locate, plan, implement and monitor WASH activities Promote appropriate technologies and innovation in all WASH programmes; Advocate for access for refugees and other persons of concern to WASH services in national and regional plans and proposals; Assist in the development and maintenance, across WASH agencies, a common strategic framework and appropriate technical guidelines for the WASH sector response; Identify geographical and thematic gaps in WASH service delivery and facilitate appropriate response to those gaps via UNHCR WASH partner(s); Assist in the implementation of needs assessment and analysis of the WASH situation across the area of responsibility, and assist in the development of associated strategy documents and recommendations; Assist in the preparation of contingency and preparedness plans to ensure that the WASH sector is ready and capable to respond to changes in the situation such as a new influx of refugees or outbreaks of water related diseases

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
University degree in water and sanitation engineering/ water resources development and/ or postgraduate degree in one of the civil engineering disciplines (water supply and/or hydrology) or sanitation/ hygiene engineering;
Minimum of 5 years of professional working experience in water/ sanitary engineering/ related field in developing countries dealing with large scale WASH activities/ interventions;
Ability to coordinate a range of diverse WASH actors and WASH activities/ interventions to achieve programme objectives;
Demonstrated experience in organizing and conducting training activities and information campaigns in the areas of environmental sanitation, water quality, bore-hole drilling, vector control and associated WASH technologies;
Proven technical expertise in area of WASH assessment including data collection surveys, programme implementation, monitoring and evaluation;
Knowledge and experience of working with local partner agencies with a capacity to provide formal and informal training;
Proficiency in computer software such as Word, Excel, Powerpoint, AutoCAD and GIS.
Excellent knowledge of English (written /oral /comprehension) and Arabic is essential;
Proficiency in project management;
Excellent communication skills.

DESIRABLE QUALIFICATIONS & COMPETENCIES.
Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.
Knowledge of WASH related computer software packages (water modelling);
Exposure to UNHCR mandate, its priorities and principles;
Demonstrated experience in mainstreaming sustainability, gender equality and environmental soundness in WASH activities.
