Associate Inter-Agency Coordination Officer - UNHCR - FTA - P.M 10027696 - Beirut, lebanon

The key role of the Associate Inter-Agency Coordination Officer is to support the Senior Interagency Coordination Officer with the coordination of the Lebanon Crisis Response Plan as well as leading the Basic Assistance Sector with a primary focus on cash based interventions. As such, the incumbent will need to ensure that coordinated support is provided for strategic planning, assessment, monitoring and analysis, of the joint interagency plan in Lebanon. On-going strategic planning will therefore be contingent on effective monitoring of the harmonized implementation of these plans as well as management of on-going rolling assessment, vulnerability and targeting exercises. 

This would involve direct contact with other staff members in the inter-agency structure from UN agencies, international and non-governmental organizations, and the government. The post requires the ability to prioritize tasks and to organise work independently based on direction from the supervisor. The incumbent will put particular emphasis on multi-sectorial information, coverage of information sources (UN and non-UN) and contributions to programs and projects, andinteragency processes and products. 

S/he will also support the Inter-Agency Coordinator in maintaining a constant dialogue with donors on the overall funding/resource status of the humanitarian programs in close collaboration with all partner agencies (UN and NGOs). A key tool in this regard will be the facilitation and support of periodic Inter-Agency meetings, sector specific meetings, as well as to support the broadening of inter-agency information through meeting reports, situation updates and newsletters.

Accountability (key results that will be achieved)

  • Partners are included in the interagency response, respecting their respective mandates and programme priorities.
  • Appropriate support is provided for operational planning and forward looking coordination of the inter-agency humanitarian response.
  • Adequate contingency planning and preparedness for new emergencies / scenarios is in place.
  • Close follow up on the strategic, operational, and day to day Basic Assistance sector issues.

Responsibility (process and functions undertaken to achieve results)

  • Coordinate the Basic Assistance Sector by chairing regular working groups meetings, ensuring all agencies in the sector are adequately represented, liaise closely with a wide range of donors and governmental institutions, etc.
  • Provide close guidance and support to Basic Assistance working groups at field level
  • Ensure sector strategy (including objectives and logframe) are in line with the strategic objectives of the Lebanon Crisis Response Plan.
  • Provide analysis on key humanitarian / development issues and trends in close collaboration with the Information Management Unit.
  • Play a leading role for Cash Based Interventions in Lebanon (including regular mapping, coordination, harmonization and implementation of CBI programmes).
  • Plan, coordinate, and oversee implementation of seasonal assistance (winter) programmes.
  • Conduct regular programmatic and funding gaps analysis.
  • Support the development of harmonized monitoring and evaluation activities as well as tracking impact of assistance on beneficiaries and communities.
  • Serve as technical focal point on a wide range of programmatic issues.
  • Draft correspondence, documents and reports, guidance notes, background information for meetings and workshops.
  • Support research activities carried out by UNHCR's Basic Assistance unit to measure and evaluate impact of existing initiatives.
  • Conduct regular field visits to support and build the capacity of field working groups as well as ensuring field perspectives underpin the sector strategy.
  • Provide technical support in the review and update of targeting approaches.
  • Research, analyse, and monitor household's visits data / profiling exercises for significant trends and identify follow up actions and programmatic interventions.
  • Develop a harmonized referral system for the sector in conjunction with the Information Management unit.

Authority (decisions made in executing responsibilities and to achieve results)

  • Liaise with external partners and local organizations on behalf of the Basic Assistance Sector, the Interagency Coordination Unit, and UNHCR.
  • Lead, facilitate, and organize Basic Assistance Sector Working Group meetings and technical task forces.
  • Prioritize tasks and organize work independently.
  • Engage with all sectors and identify IA Coordination activities.
  • Make recommendations on IA Coordination issues.
  • Work closely with government counterparts on issues related to the Basic Assistance sector in specific and to the LCRP in general.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED.

Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
Undergraduate degree (equivalent of a BA/BS) in Social Sciences, Development Studies, Economics, International Relations, Political Affairs or related fields.
Minimum 3 years of relevant experience in humanitarian or development programme implementation, including experience in facilitating inter-agency coordination at sector or macro-level.
Good knowledge of the UN system, NGOs and related planning and coordination practises.
Excellent computer skills and knowledge of MS applications.
Knowledge of refugee protection principles and framework.
Knowledge of local language and institutions.
Presentation delivery and/or public speaking experience.
Fluency in English and Arabic, including excellent drafting and writing skills.

DESIRABLE QUALIFICATIONS & COMPETENCIES.

Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.
Demonstrated expertise in emergency response and preparedness planning and monitoring, including a good understanding of related standards and indicators.
Demonstrated expertise in monitoring and evaluation, research for programmes, and policy / context analysis.
Demonstrated expertise in econometric modelling, targeting, and data analysis methods.
Experience in coordinating and implementing cash based interventions, including harmonization of practices and operating procedures.
Experience in leading and facilitating meetings, delivering presentations, and conducting trainings for technical and non-technical audience.
Work experience in the Interagency response to the Syria Crisis in Lebanon.
Knowledge of other relevant UN languages.
