Associate Public Health Officer – Nob – Bey007 - Beirut

S/he will provide support in coordination reporting to Senior Inter-Agency Officer, planning and monitoring of activities including information management, data analysis and evaluation as well as capacity-building of the health sector, and advocacy, information and communication on public health and nutrition related issues with all relevant stakeholders. The incumbent will also works under the technical supervision of the Senior Public Health Officer in Beirut.   2.2 FUNCTIONAL STATEMENT. Describe the accountabilities, responsibilities and authorities associated with the position. Accountability (key results that will be achieved) Ensuring a comprehensive effective health sector coordination mechanism in place to optimize the sector response. Responsibility (process and functions undertaken to achieve results) A. Coordination Ensure that national and/or internationally accepted and relevant standards and policies are applied and adapted in close coordination with the MOPH and relevant UN agencies and partners in order to guide the provision of essential public health services (preventative and curative care). Ensure appropriate coordination with partners and other sectors in implementing the health strategy; Secure commitments from participants in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities, with defined focal points where necessary; Standardize approaches to disease control related to cross-border population movements between partners and UN agencies Act as focal point for inquiries on the health sector response plans and operations B. Planning and Strategy Develop a common strategic framework and guidelines on the health sector response; Identify geographical and thematic gaps in coverage; Update agreed response strategies and action plans according to the context evolution; Promote synergies with other actors active in complementary sectors; Draw lessons from activities and beneficiary feedback to revise strategies/plans accordingly; Ensure that the health sector response is guided by relevant policies, technical standards and commitments that the Government has undertaken under international human rights law; Ensure approval by relevant national and regional authorities of the strategic documents produced in the coordination of the health sector. C. Assessment and analysis Collect and analyze available data related to health activities; Participate in joint sectoral needs assessment and analysis; Undertake needs and resources assessments with partners in order to prioritize needs and services D. Monitoring, evaluation and reporting Ensure adequate monitoring and evaluation mechanisms are in place to review the impact of activities and progress against plans; Ensure adequate reporting and effective information sharing; Provide input to information material to be disseminated through the sector website; Regularly exchange information and best practices with relevant stakeholders; Provide input to health sector-specific 3W and 5W charts and regularly update Inter-Sector Coordination on changes. E. Advocacy and resource mobilization Support in advocating for donors to fund health activities, while at the same time encouraging participants to mobilize resources through their usual channels. Support in discussions with main stakeholders on prioritization, resource mobilization and advocacy on protection issues. F. Training and capacity building Support capacity building initiatives so that refugees and other persons of concern and partners acquire the needed knowledge, skills, and sense of responsibility and ownership of programmes. Promote and support training and capacity building of partners and beneficiaries; Support efforts to strengthen the capacity of the national authorities and civil society. Share relevant guidelines and information materials on refugee health including reproductive health, HIV/AIDS and nutrition materials     Authority (decisions made in executing responsibilities and to achieve results) . Provide guidance and recommendations on the overall  health sector strategy and response

2.4 ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED. Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
- University Degree in Public Health or Related Health Field.
- Master Degree with 5 Years relevant working experience in public health.
- Proven experience with coordination/ leadership (government, NGOs or other agencies).
- Proficiency in Arabic and English
- Excellent communication and interpersonal skills
- Computer proficiency (Excel, Word, PowerPoint)
2.5 DESIRABLE QUALIFICATIONS & COMPETENCIES. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.
- Master's degree in health related field (MPH recommended)
- Experience within humanitarian /relief sector
