UNHCR is supporting the Government to lead and coordinate the shelter response and has introduced a sectorial coordination structure. Partners are making significant efforts to ensure that available resources reach the most vulnerable including through the introduction of targeting of assistance across all sectors and new programming efficiencies such as the introduction of cash assistance.
Under the direct supervision of the Project Manager-Response to the Syrian crisis project at the Ministry of Social Affairs, and with the support of UN Shelter Coordinators, the Associate Shelter Officer will coordinate the shelter sector and its established working groups. He/she will contribute towards gathering the efforts for an effective provision of shelter assistance to the refugees, returnees, and affected host communities through the timely and efficient coordination of sector activities.
The incumbent of this position will be based in Beirut, Lebanon. However, he/she will be required to undertake official mission in the areas where refugees and other persons of concern related to the targeted projects are located.
The Associate Shelter officer will be seconded to the Ministry of Social Affairs and will be responsible of the following tasks:
Actively represent the Ministry of Social Affairs in leading the IA national shelter working group meetings, with support from the UN Shelter coordinators.
Participate in the shelter working group meetings in the field, and other meetings as deemed necessary.
Assist the national authorities in prioritizing the shelter responses aligned with a national shelter sector strategy and contingency planning, and provide clear guidance to all stakeholders on the endorsed Shelter activities by the Lebanese authorities.
Coordinate together with the Shelter Sector co-leads and the relevant shelter sector members the elaboration of the shelter strategies and technical guidelines needed for the implementation of the shelter activities.
Ensure the elaboration of the shelter sector needs and gaps assessments and analysis, involving all relevant stakeholders.
Secure commitment from the relevant stakeholders in response to the shelter needs and gaps.
Support the shelter actors in getting necessary government approvals for the different shelter responses, and maintain proper records on each approval process.
Gather and map all needed information for potential shelter interventions, and provide recommendations on the priority locations suitable for shelter use, taking into consideration the prevailing cultural and social existing backgrounds.
Conduct technical surveys as needed on the physical conditions of the different built structures and sites to be used for dwelling purposes. Elaborate needed technical reports on the suitability of the assessed options as per the technical standards.
Ensure regular quality monitoring of the different shelter activities in alignment with the humanitarian standards and other technical guidelines.
Manage the implementation of all shelter activities planned by the Ministry of Social Affairs and the national authorities, develop and verify bills of quantities, cost estimates, and technical drawings, and oversee construction at site level.

2.4 ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED.
- Language Skills: Fluent in Arabic and English (speaking/reading/writing).
- Education Degree: University degree in civil engineering, architecture, construction management or related field.
- Work experience: At least 5 years of experience in coordination, construction management, or relevant experience.
- Previous experience in working with institutions of the civil society, municipalities and related law enforcement agencies, international NGOs, and with UN system is an asset.
- Computer literacy in MS Office, AutoCAD and other relevant software to produce maps and technical drawings.
- Knowledge in using surveying tools (including GPS equipment, GIS software).
