Child Protection Associate (Mrm) – Tripoli - Unicef For Fully Funded Position In Support Of Child Protection At Unhcr.

Carry out full-fledge interviews (combining in the same interview questions on eligibility, protection needs and MRM) of child victims of child protection violations including grave child rights violations referred by registration officers in one of the four UNHCR registration centers; Carry out full-fledge interviews of child victims of grave child rights violations who cannot reach UNHCR registration centers for health or security-related reasons and may referred to the attention of UNHCR by partners; Act as the child protection focal point within the UNHCR registration team and under the supervision of the UNHCR field office Protection Officer  - refer child protection cases and provide support to the registration team by conducting interview with children victims of child protection violations whenever appropriate (in consultation with the protection officer) Undertake other relevant tasks as required.         I.            DELIVERABLES AND SCHEDULES ü  Transmit complete and accurate MRM interview accounts to the UNICEF MRM focal point in Beirut within 24 hours from the interview (transmission of information to Senior Child Protection Officer in Beirut on the number and profile of cases transmitted); ü  Refer interviewees to service providers for response in coordination with UNHCR, case management partners, and other relevant IPs; ü  Refer child protection cases and provide support to the registration team by conducting interview with child victims of child protection violations whenever appropriate (in consultation with the Protection Officer)       II.            SCOPE OF WORK ü  The CP/MRM associate will make technical decisions on referral for response of high-risk children undergoing registration by UNHCR in coordination with the UNHCR Protection Unit and UNICEF MRM focal point. Decisions will impact on response to high-risk children (in terms of security, education as well as medical and psychosocial wellbeing). ü  The CP/MRM associate will make recommendations to UNHCR CP/Protection Officers and UNICEF MRM focal point on existing response gaps for high-risk children undergoing registration at UNHCR registration centre. Most damaging errors: ü  Errors in judgment, assessment of referral for of high-risk cases that may result into protection risks for beneficiaries undergoing registration; ü  Disclosing sensitive or confidential information to third parties who are not directly involved in the documentation for MRM or response that may result into personal harm and security threats for beneficiaries undergoing registration     III.            REPORTING REQUIREMENT ü  For UNHCR-related tasks, the CP/MRM associate will be fully responding to the requirements of work in a UNHCR registration centre with guidance and capacity building by the UNHCR Protection Officer; monthly reviews of the staff’s performance will be carried out, ü  Interview transcripts will have to be regularly shared with the MRM focal point based in Beirut, ü  Monthly meetings will be scheduled to debrief the UNICEF MRM Focal Point on the latest trends of grave child rights violations observed. The meetings will also be the opportunity for an overall review of MRM results and requirements and capacity building on MRM.        ADMINISTRATIVE ISSUES Supervisor: UNHCR Protection Officer in Tripoli for technical deliverables. UNICEF Child Protection Specialist in Beirut will be the certifying officer for contractual purposes It is a full time consultancy. The consultant will be field-based. The CP/MRM Associate will receive training on MRM and UNHCR registration procedures during the first two weeks of assignment. Moreover, upon inception of the assignment, the consultant will be provided with essential reading including the latest reports on children and armed conflict, the MRM Field Manual and Guidelines, relevant UN Security Council Resolutions and other MRM related report.

 University Degree, preferably in social sciences, psychology, law, international law or political affairs. Extensive experience in lieu of university degree (completion of secondary education is a minimum) may be accepted.
 Minimum of 2 years of relevant professional experience in humanitarian affairs, human rights, child protection, crisis/emergency relief management or other related area;
 Experience of working in the field and knowledge of UNICEF and UNHCR systems is an asset;
 Experience in interviewing and reporting is an asset.
 Fluency in oral and written Arabic and English are essential; knowledge of French and/or Kurdish is an asset.
 Other Skills:
o Computer literacy, including use of relevant software and other applications, e.g. word processing, spreadsheets, internet etc.;
o Ability to work in an international and multicultural environment;
o Knowledge of the institutions of the UN system
