Community Services Assistant (G4 - Unops) - Peacebuilding

Technical Work under the guidance and supervision of the Associate Community Services Officer/Head of Unit in Beirut who, in turn, reports to the Protection Officer; Assist in the assessment of the general social conditions of refugees and their needs for social services, such as counselling, medical, financial and education assistance, with particular attention to cases of persons with specific needs. Provide individual counselling to refugees needing such assistance, as needed; Assist in conducting research and assessment of local and community resources for planning and implementation of assistance particularly in self-help activities; Assist the refugee community to identify its own needs, priorities, opportunities and resources and to meet these needs for effective peace building activities addressing the causes of the tensions; Assist in the formulation of project proposals based on the results of evaluations carried out; Develop methodologies, systems and techniques to mobilize and empower local host and refugee communities (NGOs, SCOs, public and private sectors); Advise on the nature and monitor the implementation of small-scale projects at the field level that aim to create a sense of community, reduce social tension and involve community populations in their own governance. Provide guidance in this area, as needed; Work towards mainstreaming peace-building and conflict sensitivity into sectors such asWASH, Shelter, Self-reliance and livelihoods etc; Contribute to the strategies on peace-building, self-reliance and livelihoods, community development and individual case management;   Programme Management Compile and  update a list of Quick Impact Projects (QIPs) and oversee/monitor the progress towards implementation ; Ensure, together with field teams, that the selection of Quick Impact Projects (QIPs) are along UNHCR standards and entail peace-building and community mobilization (participation, cash for work, etc.) components; Participate in the monitoring and evaluation of partner programme activities in the areas of community mobilization and outreach, QIPs, community centres, etc.; Assist in monitoring the effectiveness of relevant assistance activities delivered by partners supported by UNHCR. Provide necessary advice to ensure that activities are well coordinated and meet the specified objectives. Keeps the Programme and Community Services units informed in case of any further actions are required;  Develop regular monthly, quarterly and annual peace-building reports; Contribute to the regular reporting requirements on issues related to community services, livelihoods, peace-building, Age, Gender and Diversity Mainstreaming, case management, etc;   Coordination Facilitate identification and capacity-building of leadership and community-based organizations in peace-building matters; Liaise and coordinate with officials of relevant institutions, as well as implementing and operational partners involved in planning and implementation of peace-building activities; Liaise and follow-up with the Protection and Field units on the situation or status of designated individual cases and refugees communities, as well as on issues related to legal support and durable solutions, as needed; Assist in monitoring the activities of implementing partners and provide technical guidance in areas of community services, education, health, SGBV, etc;   Capacity-building Devise and facilitate training activities/ workshops organized by the Community Services unit and any relevant activities that enhance implementation of the Age, Gender, and Diversity Mainstreaming approach and the community development approach in all aspects of UNHCR operation Other Participate in advocacy efforts, i.e. in preparations for World Refugee Day, Marathon etc.; Any other duties as assigned by the management.
