There are currently over one million Syrian refugees registered with UNHCR in Lebanon, which makes Lebanon the highest refugee-hosting country per capita in the world. There are no approved camps in the country, and refugees are spread over 2,125 communities and locations across the country. The refugee response is led by the Government and local actors, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field. The structure brings together over 100 UN agencies, national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response and UNDP facilitates the resilience and stabilization component. The UNHCR operational response in Lebanon is the largest for the organization. Media attention and the frequency of influential high-profile visitors is high. The Office has grown substantially in the past years and now has around 640 staff. Aside from the Branch Office in the capital city of Beirut, UNHCR has two sub-offices in Zahle and Tripoli and two field offices in Mt Lebanon, Tyre, and one field unit in Qobayat under the Tripoli Sub-Office. The position is normally supervised by a Professional or Senior General Service staff member who provides the incumbent with regular guidance and support. The position has no supervisory role. Contacts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are not frequent. In the Field locations, under supervision of the manager, the incumbent may play a liaison role with the national and local authorities for gathering and exchange of data. Staff members will be expected to work under flexible working arrangements (some will work from 7 am to 15 pm and some from 11 am to 19 pm) and occasionally on Saturdays, working on weekends will be compensated with Compensatory Time Off. Accountability (key results that will be achieved) The Office has reliable and up-to-date data on persons of concern. Responsibility (process and functions undertaken to achieve results) Enter data mainly related to asylum seekers, refugees and persons of concern to UNHCR into the computer database. Contribute to the preparation of reports and project documents by providing information, preparing tables and drafting routine correspondence and reports. Update and maintain existing databases and generate various statistical reports. Assist in the development of forms for data collection and analysis, if requested. Act as interpreter in the exchange of routine information and translate routine documents and correspondence as and when required. May be required to undertake field trips to project sites. Perform any other duty, as requested. Authority (decisions made in executing responsibilities and to achieve results) Decide on the data recorded in database. Decide on appropriate resolution to incidents and escalate issues to the supervisor if incident cannot be resolved within the scope of responsibility.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED.
Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
University degree in Electronic data processing, Information Technology, Computer Science or related fields.
Minimum two years of relevant professional job experience.
Fluency in English and Arabic language skills.

DESIRABLE QUALIFICATIONS & COMPETENCIES.
Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.
Completion of UNHCR learning programmes or specific training relevant to functions of the position.
Good understanding of database architecture, software and database management systems.
Good knowledge of UNHCR “proGres” software.
Commitment to continuous learning and keeping abreast of new developments in own occupation/profession.
Ability to work effectively and accurately under stress and in difficult situations.
