Eight years into the Syria crisis, Lebanon remains the country hosting the largest number of refugees per capita, with nearly 950,000 Syrian refugees registered with UNHCR, about 20,000 refugees of other origins - mostly Iraqi - and Palestine refugees under UNRWA’s mandate. There are no formal camps for Syrian refugees in Lebanon, and refugees are living in hundreds of communities and locations across the country.
The refugee response is led by the Government and UNHCR and UNDP, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field. The structure brings together over 150 UN agencies, national and international NGO partners [over 150 actors, including UN agencies, national and international NGOs and Ministries] in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and vulnerable Lebanese communities. The Lebanon Chapter of the Response Plan falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response and UNDP facilitates the resilience and stabilization component.
The UNHCR operational response in Lebanon is one of the largest for the organization. Media attention and the frequency of influential high-profile visitors is high. The Office has grown substantially in the past years and is currently operating with around 650 staff. Aside from the country office in the capital city of Beirut, UNHCR has field offices in Mountt Lebanon, Qobayat, Tripoli, Tyre and Zahle.
The Private Sector (PSP) unit will be running regular campaigns to raise support for refugees from across the MENA region. These campaigns aim at generating prospects for support (leads) from digital platforms, whereby people voice their support through signing up on UNHCR online platforms, as well as acquiring new donors and increased donations. We will be running various Telemarketing fundraising programs to serve this purpose. The objectives of the services is to implement UNHCR’s telemarketing program to raise funds for the organization and acquire new donors from the MENA region, in addition to supporting UNHCR’s donor care programs through implementation of welcome calls and other donor communication tactics.
The fundraising agent is a member of the call center in the Private Sector Unit. S/he will be primarily responsible to:
a) make outbound and donor care calls to contacts of potential and current donors,
b) to secure recurring and one-time donations on credit cards at point of call through UNHCR’s selected payment processing system, and
c) Provide accurate and complete data capture of new supporters and potential identified supporters.
She/he will report directly to the Telemarketing Associate, under the overall guidance of the PSP team.
Accountability (key results that will be achieved)
- Meet the fundraising target of each campaign.
- Answer a minimum of 55 calls per day.
Responsibility (process and functions undertaken to achieve results)
- Manage a portfolio of around 3,000 middle donors and manage regular communication in cooperation with the Major gifts program and the IG fundraising unit utilizing existing or newly created communications, appeals and retention activities.
- Manage budgets and report on spending and return on investment.
- Manage the development of all the creative, production and services related to the middle donor program.
- Schedule and set objectives for individual research, cultivation, solicitation, and contacts with high priority donors and prospects: average calls, e-mails and meetings as per the KPIs for each band of the middle donor program.
- Produce in conjunction with the PSP Officer the Middle Value Donor budget and provide financial forecasts.
- Contact prospects to determine capability and propensity for joining the middle donors program with an increased level of giving, while achieving individual and department financial goals.
- Solicit, negotiate agreement and close gifts with potential donors.
- Participate in setting and achieving annual campaign goals.
- Keep up-to-date with giving techniques and strategies to increase or maintain gifts from middle donors.

Effective Objection handling – able to acknowledge objections and deal with rejection without becoming discouraged
Good Learning Skills – ability to acquire the organizational knowledge to present the organization and its work effectively and answer prospects’ questions accurately
