Lebanon is the highest refugee-hosting country per capita in the world. After the presidential elections of 2016, the office of the minister of state for displaced affairs was established to work on policy and advocacy related to the Syrian displaced in Lebanon.
MoSDA is contributing to efforts towards agreeing upon a national policy to be adopted by the government of Lebanon, both to manage the presence of Syrian displaced and provide a plan securing a safe and dignified return for Syrian displaced .
In this context, the Humanitarian Specialist will assist the office of the minister technically through the implementation of activities, advocacies and policies to achieve that.
Responsibilities
- Provide guidance on International and Humanitarian Law; including refugee law.
- Provide guidance on issues related to refugee presence in Lebanon.
- Contribute to the technical discussions on the legal frameworks and reforms related to the management of the crisis including repatriation.
- Liaise and ensure consultations on issues related to humanitarian affairs and refugees in particular.
- Represent the ministry when assigned in relevant committees/ conferences/ discussions.
- Support the ministry in facilitating communications between International Organizations UN agencies, donors, Embassies and the Lebanese Government on issues related to humanitarian affairs.
- Support the ministry in implementing a clear and comprehensive coordination mechanism for monitoring and Follow up.
- Assist the ministry in coordinating the humanitarian activities of Governmental stakeholders under the coordination Framework once initiated.
- Prepare and contribute to the preparation reports and documents (background papers, talking points, speeches, log frames, briefings, presentations and correspondence).

- Undergraduate(BA/BS) or Graduate degree (equivalent of a MA/MS) in Law, International Law, International affairs or related field plus minimum 4 years of professional work experience. - Very good reporting and writing skills.
DESIRABLE QUALIFICATIONS & COMPETENCIES
- Work experience in the Lebanese humanitarian context, desirably from a protection perspective.
- Knowledge of local institutions, NGO, INGO, UN agencies and donor scope of work.
- Ability to understand and implement policies and national strategic priorities.
- Ability to write and speak in EN and AR.
- Previous work with government / UN agencies / NGOs is desirable.
