JO # 17456 – Assistant Protection Officer (CP-SGBV) – NOA – UNHCR Temporary Appointment - Mount Lebanon

Lebanon remains the country hosting the largest number of refugees per capita, with over one million Syrian refugees, and around 20,000 refugees of Iraqi, Sudanese, Ethiopian and other origins, in addition to the Palestine refugees under UNRWA¿s mandate. There are no formal camps for Syrian refugees in the country, and refugees are living in hundreds of communities and locations across the country.
The refugee response is led by the Government and local actors, supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field. The structure brings together over 100 UN agencies, national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response and UNDP facilitates the resilience and stabilization component.
The UNHCR operational response in Lebanon is one of the largest for the organization. Media attention and the frequency of influential high-profile visitors is high. Aside from the country office in the capital city of Beirut, UNHCR has offices in Mt Lebanon, Qobayat, Tripoli, Tyre and Zahle.

The Assistant Protection Officer (CP/SGBV) is a member of the protection team in the Mount Lebanon Field Office, located in Beirut. He/she reports to the Protection Officer. The Assistant Protection Officer (CP/SGBV) directly supervises two G5 staff and supports the Protection Officer in designing child protection (CP) and Sexual and Gender- Based Violence (SGBV) programmes that fit within the broader Protection Strategy and the Global Strategic Priorities of UNHCR.

The incumbent monitors protection standards, operational procedures and practices in protection delivery in line with international standards. She/he supports the development and implementation of CP and SGBV strategies as well as coordinates quality, timely and effective protection responses to the needs of populations of concern (children and survivors of SGBV, including men and boys).

The position will assist in capacity building of partners and government stakeholders for CP and SGBV, ensure the effectiveness and impact of CP and SGBV interventions, improve the quality of the BID reports and tracking systems, strengthen partnerships including with UN agencies, local authorities and INGOs and NNGOs. The incumbent might represent the organization externally through relevant coordination for a such as the SGBV and CP working groups. He/she will provide technical advice to other sectors to mainstream SGBV and integrate CP safeguards.

FUNCTIONAL STATEMENT

Accountability
- Improved partnerships with National CP/ SGBV actors and other UN agencies.
- Information management systems improved and quality data regularly collected.
- Capacities are improved through direct engagement, research and advocacy with all relevant external interlocutors.
- The protection needs of populations of concern in the operation are identified and strategies put in place to ensure timely and coordinated interventions by UNHCR and partners.
- An effective case management system with an integrated Best Interest process and standard operating procedures are in place and functional.
- Platforms for child participation and SGBV exist and are functioning.
- Community-based CP and SGBV mechanisms are identified, supported and capacitated.
- Partner activities on CP and SGBV are monitored ensuring that they are in line with the overall framework and UNHCR strategy.
- CP and SGBV concerns are effectively mainstreamed in other sectors.

Responsibility
- In consultation with the senior staff in protection, assist in establishing/strengthening CP and SGBV coordination mechanisms.
- In line with UNHCR¿s Framework for Protection, assist in designing CP and SGBV programmes which are aligned with the national protection system and services.
- Contribute to the development and implementation of CP and SGBV strategies in partnership with Protection and Programme staff as part of the overall Protection and Solutions strategy, with particular emphasis on linkages with other sectors.
- Assist in establishing and/or strengthening strategic and innovative partnerships for CP and SGBV with community-based, local, national, and international organizations, with a focus on ensuring sustainability.
- Support in strengthening effective case management, including identification, best-interest processes (BIA and BID), and referral systems as well as follow-up and monitoring.
- Assist in providing functional guidance to UNHCR and partner staff involved in CP and SGBV activities, and in developing and implementing capacity development plans for UNHCR staff and partners as well as provide technical advice and support to help ensure CP and SGBV concerns are reflected in the work of other sectors.
- Support the assessment of training needs in the area of CP and SGBV, both with regards to UNHCR staff, authorities, partners and authorities, and conduct relevant training and capacity-building activities.
- Ensure that CP and SGBV activities are mainstreamed throughout programming and are not planned in isolation of other protection and assistance activities but within the AGDM strategy rights and community-based approach.
- Monitor CP and SGBV programs implemented by UNHCR and partners.

Authority

- Work closely with partners and authorities to intervene on CP and SGBV issues.
- Enforce compliance of staff and partners with UNHCR's global protection policies and standards related to CP and SGBV procedures and standards of professional integrity in the delivery of protection services.
- Represent UNHCR's position on child protection and SGBV in inter-agency fora.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- Undergraduate degree (equivalent of a BA/BS) in International Law, Human Rights, International Development, International Relations, Anthropology, Social Work, Political or Social Science or other clearly related disciplines plus 1 year of previous work experience relevant to the function.
- Experience in interacting with and building partnerships and synergies with UN agencies, NGOs, Governments and civil society organizations.
- Knowledge of local institutions.
- Excellent knowledge of English and Arabic.

*** For National Officer positions, very good knowledge of local language and local institutions is essential.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Demonstrated knowledge of community communication and engagement approaches.
- Good knowledge of UNHCR CP framework and SGBV guidelines.
- Experience in working directly with children, adolescents, youth, women and SGBV survivors.
- Training and coaching skills/facilitation of learning.
- Experience managing child protection and SGBV case management programmes, including implementation of best interest procedures.
- Experience using GBVIMS or other protection data management systems.
- Proven communication skills, both oral and written.
