The Senior Public Health Assistant supports UNHCR efforts to minimise avoidable mortality and morbidity among populations of concern (PoC). The Lebanon refugee response is led by the Government and local actors and supported by the international community. As the designated lead agency in the refugee response, UNHCR has established a sector-based structure in Beirut and in the field. The structure brings together over 100 UN agencies, national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response and UNDP facilitated the resilience and stabilization component. The UNHCR operational response in Lebanon is one of the largest for the organization. Media attention and the frequency of influential high-profile visitors is high. Aside from the UNHCR country office in the capital city of Beirut, UNHCR has offices in Mt Lebanon, Qobayat, Tripoli, Tyre and Zhale, Bekka: the Senior Public Health Assistant post is based at the Sub-Office Bekka.
The Senior Public Health Assistant will be under the direct supervision and guidance of the Assistant Public Health Officer. S/he will support the implementation of UNHCR Lebanon Health Guidelines (SOPs), contribute to the public health strategy and may liaise externally with local authorities, partners and persons of concern, on public health issues as guided by the supervisor. S/He assists UNHCR with the implementation of public health programs at field level and works to ensure that Public Health Care services provided to persons of concern are based on Ministry of Public Health (MOPH), UNHCR and/or internationally recognized and most up to date, standards and policies. The incumbent will assist with reinforcing referral systems and monitoring of a unified health information and reporting systems. In coordination with the Assistant Public Health Officer, the incumbent will report on and help document issues, concerns and complaints related to access to Primary and Secondary Health Care services, received from persons of concerns and other stakeholders. S/He will strengthen the capacity of Health Outreach Volunteers through tight coordination with different agencies and regularly map and monitor their activities and evolve initiatives to build their capacity. The Senior Public Health Assistant will technically support the in-kind assistance with assistive devices and disability programs and ensure close link with the Protection and other UNHCR SO units. S/He will support in the response to COVID 19 outbreak in close coordination with the Ops Cell and Rapid response teams and in the enrolment of COVID 19 Vaccine -RCCE accountability plan.
In addition to a certificate or licence in public health and/or nursing, the ideal candidate should have at minimum, a high school Diploma and 2 or more years of relevant experience in the health or public health field, or at least one or more years of relevant experience with a Bachelors degree or higher. The successful candidate will be required to demonstrate how their previous studies and experience will assist with fulfilling the above terms of reference and supporting UNHCR in fulfilling its responsibility as the lead UN agency for the refugee response and as co-chair of the Bekka Public Health Sector.

Duties
- Conduct health counselling in UNHCR premises, document health assistances provided on RAIS.
- Assist in leading the team of health volunteers: draft plan for their monthly activities, follow up on the implementation, ensure reports are received, participate in the periodical team meetings, follow up on the capacity building for the team.
- Follow up on the case management of refugees with health problems, especially vulnerable refugees in need for home medical care.
- Assist the supervisor in collecting and compiling the reports for the ECC, and in the verification of hospital bills.
- Conduct field visits to the health facilities.
- Collect the visit reports of the health outreach to health facilities, analyse, and provide with the feedback.
- Participate in conducting focus group discussions, surveys and studies aiming at evaluating health programs and services.
- Provide technical support to field offices and partners in the area of in kind assistance with assistive devices, collect feedback and observations and prepare reports accordingly.
- In coordination with Community-Based Protection Unit support programme for disability including follow up on the implementation, document progress and participation in the evaluation of the programme.
- Regularly participate in the coordination meetings of the health sub working group on disabilities.
- Participate in the capacity building activities as required.
- Make recommendations to field offices and partners regarding the implementation of the SOP on medical assistive devices.
- Document health assistances on RAIS.
- Issue referrals to secondary health care services as per the Public Health SOP.
