By late 2015, UNHCR, WFP, UNICEF and the Lebanon Cash Consortium foresaw the need to more effectively target the population in need, and to streamline cash assistance in a coordinated manner to ensure the fair distribution of cash assistance to eligible families and its proper tracking and monitoring. An understanding between the four agencies was reached in March 2016 to work together in developing a mechanism to channel all cash-based assistance from the four agencies through a common card. LOUISE is aiming to recruit a Project Manager, based in Beirut. The Project Manager will be based in all the LOUISE agencies in a rotational-basis. Regarding reporting lines, the Project Manager will be directly reporting to the LOUISE Governing Body.
The incumbent’s core functions will be focused on project management and coordination, supporting the steering of LOUISE working streams. The Project Manager is expected to ensure LOUISE’s products are generated effectively and in a timely fashion. The Project Manager will report directly to the LOUISE Governing Body at each Governing Board meeting, as well as maintaining direct liaison and communication with the LOUISE Steering Committee.
Ensure coordination among LOUISE partners and follow-up of all LOUISE work streams:
- Coordinate and oversee the development progress across the LOUISE agencies, ensuring follow-up and progresses of all work plans under the implementation of technical work streams and convening technical meetings when requested. These include, among others: card distribution and management, communication, monitoring and evaluation, call center, integrated card management system, etc.
- Ensure liaison between technical level and Steering Committee / Governing Body.
- Convening and documenting work streams, steering committee, and governing body meetings.
- Maintain and update the work plan of collective actions
Documenting LOUISE processes:
- Preparation of documents, articulating the purpose, objectives, operations, and funding of the LOUISE platform as well as all its components, ensuring respective endorsement of all LOUISE members.
- Support the development of detailed guidance documents, Standard Operating Procedures, LOUISE related concept notes as well as supporting agreements describing the implementation, operations, and uptake of services, specifically those which are non-core to LOUISE agencies with a maximal level of detail specifying roles and responsibilities and defining well accountability.
- Support in the update of the LOUISE MoU and any other joint guiding document.
Analysis:
- Collate and summarize the analysis of cash transfer information for the LOUISE member organizations, focusing on the four ‘Ws’: Who gets the assistance? What level of assistance? What purpose they receive it for? Where the beneficiary is located?
- Conduct analysis on process and operational gaps in order to support prioritization, identify critical issues and raise them to the relevant LOUISE body (Working Groups, Steering Committee or Governing Board).
- Ensure periodic development of executive style data visualization dashboards for LOUISE members.
- Run data queries as requested by LOUISE member organizations on cash transfers.
Communication:
- Liaise with communication teams and lead on new communication products.
- Ensure the IM portal reflects the activities under LOUISE. Oversee the LOUISE web portal as a ‘one stop shop’ of information on cash transfers.
- Ensure LOUISE donors are well reflected in LOUISE communication products.
This position requires the incumbent to execute practical skills: working independently and meet deadlines, presenting in public, steering projects, advising Senior Managers, effective reporting and facilitating meetings. The incumbent should be comfortable working with a wide variety of data sets.

Advanced University degree in Economics, Statistics, Data Science, Social Service, Social Science or First University degree with additional years of related work experience and/or training/courses.
Fluency (level C) in English. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian or Spanish is desirable.

At least seven years’ experience in project management and coordination.
At least two years’ experience in humanitarian and/or inter-agency partnerships and coordination.
Ability to work with data management/statistical and data visualization tools: Excel, SQL, R applications, Adobe Illustrator is desirable.
Experience in cash programming and social safety nets is desirable.
