Accountability(key results that will be achieved)- UNHCR Lebanon has constructive relations with Government, UN agencies, donors and NGOs to promote /implement UNHCR’s objectives and activities;- UNHCR Lebanon is responsive in all its dealings with line Ministries;Responsibility(process and functions undertaken to achieve results)- Advance BO Lebanon priorities through maintaining effective relations with Government counterparts, UN and NGO partners and members of civil society;- Maintain the follow up system instituted by UNHCR Lebanon to follow up with all actions pending with the Office of the President, Prime Minister, line Ministries and various security branches; promoting UNHCR’s objectives and activities;- Advice the Representative and other senior managers about interactions with high-level Government officials, providing management with political analysis relevant to their areas of interventions;- Assist the Representative in preparation of statements that represent UNHCR’s overall policies and which highlight specific area of concern, ensuring that the Representative is prepared for meetings/missions by providing relevant information and establishing contacts, Produce briefings, background notes and other documents as required in anticipation of meetings and missions;- Respond to queries from Government Officials, NGOs, individuals, etc. and provide the information required or appropriately refer the queries elsewhere;- Support programme and protection experts in organizing seminars or training programs for Government officials;- Keep abreast of trends in the media and in the country and provide strategic advice to senior management- Maintain close contact with PI colleagues and help in the crafting of media line, and press statements;- Promote refugee protection standards and UNHCR mandate with relevant Government institutions;- Assist the Representative and other senior managers in developing, reviewing and proposing new policies and practices, or adaptations to existing ones; and monitor implementation of these policies;- Provide regular analysis of political and social trends affecting the operation both at the national and regional levels;- Assist the Deputy Representative-Operations in keeping abreast of developing issues in the field affecting UNHCR operations, and providing follow-up where needed;- Perform other duties as required.

* ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED. Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
- Advanced University degree in Political Science, Economics, Law, Business Administration or related field;
- Minimum 6 years or previous job experience relevant to the function;
- Excellent knowledge of English and working knowledge of another UN language.
(In offices where the working language is not English, excellent knowledge of UN working language of duty station and working knowledge of English.)
***For National Officer positions, very good knowledge of local language and local institutions is essential.
* DESIRABLE QUALIFICATIONS & COMPETENCIES. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.
- Completion of UNHCR learning programmes or specific training relevant to functions of the position.
- Knowledge of another relevant UN or local languages.
