Protection Assistant (Community -Based, Youth And Social Cohesion) – G4 – Bey107 – (Unops Contract)

The structure brings together 13 UN agencies, 60 national and international NGO partners in identifying and agreeing on the strategic priorities to address the needs of Syrian refugees and other affected populations. The Lebanon national response falls under the Regional Refugee and Resilience Plan (3RP), whereby UNHCR guides the refugee response while UNDP facilitates the resilience and stabilization component. Through inter-agency coordination mechanisms, 9 sectors have been established in Lebanon, with UNHCR leading or co-leading the Protection, Basic Assistance, Shelter, and Health sectors. UNHCR is also providing information management support to all. The Office has grown substantially in the past years.  Aside from the Branch Office in the capital city of Beirut, UNHCR has two sub-offices in Zahle and Tripoli and two field offices in Mt Lebanon, Tyr (South), and one field unit in Qobayat under the Tripoli Sub-Office. The Protection Assistant (Community-Based, Youth and Social Cohesion) reports to the Associate Protection Officer (Community-Based).  The incumbent provides functional and administrative support to the protection unit on protection related liaison, correspondence, monitoring, case management and reporting activities.   The Protection Assistant also supports the protection unit in designing a comprehensive protection strategy and in providing quality, timely and effective protection responses to persons of concern. He/she may liaise externally with local authorities and partners on correspondence and/or protection issues as guided by the supervisor. The Protection Assistant also facilitates the involvement of persons of concern with the Office in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.     FUNCTIONAL STATEMENT Describe the accountabilities, responsibilities and authorities associated with the position     Accountability (key results that will be achieved)    The protection of populations of concern is met through the application of International and National Law, relevant UN/UNHCR protection standards and IASC principles. Protection activities are guided by the UNHCR country protection strategy. The participation of persons of concern is facilitated through supporting participatory, rights and community based approaches.       Responsibility (process and functions undertaken to achieve results)    Identify and map youth networks, organizations and universities, to promote learning, sharing and joint action. Coordinate with CBP colleagues and other sectors to facilitate capacity development activities on youth. Support the development of innovative education and training materials and programs related to youth. Support the assessment, appraisal and implementation related to social cohesion initiatives. Support the ongoing work of the unit on sports for adolescents and youth including follow up with partners. Support adapting participatory monitoring and evaluation methodologies for youth and children, where necessary working with external partners on new tools for these processes. Provide functional and administrative support in all protection related AGD based programming with implementing and operational partners. Provide functional and administrative support in implementing participatory approaches, needs assessments, monitoring, reporting and case management.  Communicate and update on a regular basis (monthly, quarterly, yearly and event-based) on youth activities. Produce timely plans/reports and monitoring and evaluation for learning and sharing across the operation.       Authority (decisions made in executing responsibilities and to achieve results)   Select persons of concern for preliminary interviews and decide which relevant information to share. Enforce integrity in the delivery of protection services by local implementing partners.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.
Education: Bachelor Degree in social sciences, Peace and Conflict studies, or any related field. Advanced degree is a plus.
Job experience: relevant to the function: 4 years.
Fluency in English and Arabic.
