General Background
It is expected for COVID-19 pandemic and the roll out of National Vaccination Deployment Plan to continue in 2021, at least in the remainder of 2021. UNHCR plans to support the national vaccination plan, which targets all residents on Lebanese territory including refugees, and be prepared to expand support to Vaccination sites capacity where needed in refugee concentration areas. In addition, UNHCR plan to support MoPH in contact tracing and sentinel surveillance activities for refugees, and to organize COVID-19 vaccination campaigns for refugees as complementary work to the MoPH. Other routine activities include community engagement, raising awareness on COVID-19 prevention, assisting refugees in enrollment on IMPACT platform for vaccination. This position play an important role in UNHCR COVID-19 prevention plans and operations and provides vital assistance to PHU in meeting set commitment and deadlines in COVID response.
Purpose and Scope of Assignment
The Public Health Associate is a member of a multidisciplinary team and will ensure that UNHCR's public health programmes meet minimum UNHCR and global health standards in order to minimize avoidable morbidity and mortality among persons of concern (POC) and towards the achievement of the Sustainable Development Goals (SDGs).
The incumbent provides strong and timely support to UNHCR partners including on the design and scope of UNHCR’s responses in health and nutrition, catalyses the engagement of other actors, supports resource mobilisation efforts and monitors the response. S/he has close contacts with internal and external stakeholders such as government counterparts, UN Agencies and NGOs.
The Public Health Associate should also ensure consultation with communities seeking the diverse views of men, women, girls and boys, adolescents, youth, older persons, LGBTI persons, persons with disabilities , including people with psychosocial and intellectual disabilities, in assessing needs, designing, implementing and monitoring responses in line with UNHCR’s policy on age, gender and diversity mainstreaming.
The position mainly focus on COVID-19 health programs, specific tasks include:
Under Pillar 3: Surveillance, rapid response teams, and case investigation
In coordination with MoPH-ESU, UNHCR SHC FPs, UNHCR field offices PHUs and rapid response teams, ensure timely reporting of COVID-19 new cases among refugee population, and update and monitor the line list and other reporting tools.
Ensure the timely submission of COVID weekly reports on UNHCR reporting tool, the integrated refugee’s health information system (IRHIS), on weekly basis and vaccination records in coordination with PHU.
Under PIlar 10: COVID-19 vaccination
Act as a liaison with selected vaccination sites, assess and conduct preliminary discussions with vaccination key staff on capacity to expand, their current needs, etc;And follow up with UNHCR counterparts and partners on needed rehabilitation and infrastructure modifications required in designated vaccination sites (rehabilitation of premises, civil work, recruitment of health staff, training; medical equipment and logistics for vaccination.
Follow up with UNHCR Field offices and Community Based Protection on Community engagment and Communication and support for enrollement of refugees on the IMPACT platform of the MoPH,
Monitor progress of vaccinated refugees per priority category as per the National plan for COVAX, and according to the phased progress of the project;
Coordinate with other stakeholders (MoPH, UN Agencies, Hospitals key staff, PHC key staff, UNHCR health partners etc) on complimentary needs and on other ressources needed for the implementation of the project
Other tasks:
Act as backup for COVID-19 response or on need as requested by the head of unit;
Support implementation of COVID-19 response plan in general.
Monitoring and Progress Controls
In coordination with MoPH-Vaccination team, UNHCR field offices PHUs and Community Based Protection, ensure timely reporting of COVID-19 registered on IMPACT and vaccinated among refugee population, and update the linelist and other reporting tools on vaccination;
Submit weekly COVID-19 sitreps on vaccination to head of unit.

For G6 - 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher
Degree in Public Health is desirable.
b. Work Experience
Minimum 3 years of relevant experience in public health, reproductive health and nutrition. Good communicator with strong interpersonal and negotiations skills.
Fluency in oral and written communication skills in English is essential.
Knowledge of the UN operations and business processes is desirable
Experience in COVID-19 response is desirable.
c. Key Competencies
Ability to coordinate a range of diverse actors and activities to achieve a common objective in the area of Public Health.
Proven technical and managerial competence in public health programming.
