Public Health Associate – G6 – Mtl011 (4 Months Appointment On Replacement Capacity) - Mount Lebanon

  The incumbent works under the direct supervision of the Public Health Officer based in Beirut who will be responsible for the overall coordination of UNHCR Health Program., as well as reporting to the Head of UNHCR office in Mount Lebanon.      S/he plays a supporting role in programme coordination, planning, and monitoring including data analysis and    evaluation, capacity-building of UNHCR personnel and partners, and advocacy, information and communication on public health and nutrition-related issues.   FUNCTIONAL STATEMENT Focusing on the deliverables and the achievements expected from the job, describe the functions to be performed by the incumbent of the position. Describe also the engagement and the degree of relationships with clients/partners, and the impact of actions.   Accountability (key results that will be achieved)   - UNHCR’s health programmes meet minimum UNHCR and international standards.   - Assist in coordination of the Health and Nutrition Working Group Mount Lebanon in collaboration with Associate Public Health Officer in Beirut     Responsibility (process and functions undertaken to achieve results)   - Follow up the implementation and the monitoring of the public health programme at field level in close technical collaboration with public health unit in Beirut   - Assist in implementing and monitoring a unified health information and reporting system (UNHCR HIS) in order to evaluate the effectiveness of interventions.   - Actively participate in the establishment of a referral system between relevant actors.   - Follow up with the implementing and operational partners, as well as the Third Party Administrator on the medical referrals for secondary health care.   - Establish and engage in active participation within the exceptional medical care committee.   - Coordinate between the IPs and the ECC members for the submission of the cases and to provide feedback.   - Assist the Public Health Officer in implementation of the UNHCR Lebanon Health Guidelines (SOP), revise and update as needed.   - Engage in active regular monitoring and evaluation visits to the PHCs, MMUs and selected hospitals in the area of intervention, including written recommendations to the implementing partner.   - Support the Public Health Officer with the implementation of public health programme and ensure that health care services provided to refugees are based on Ministry of Public Health (MOPH), UNHCR and/or internationally recognized and most up to date standards and policies.   - Work with the stake holders, including UN agencies, NGOs, MOPH and other operational partners.   - Work closely with the other UNHCR colleagues from protection, programme and resettlement and others to support identification of priority health issues and key data requirements for programme planning and monitoring to ensure the minimum UNHCR and international standards are being met.   - Update and disseminate information materials on public health based on standard practices and policies among partners.   - Participate in mobilizing the refugee community to address its health needs and concerns.   - Perform other related duties as required.   Authority (decisions made in executing responsibilities and to achieve results)       -  Coordinate and monitor the appropriate implementation of the referral system for secondary and tertiary health care.   -  Liaise closely with implementing and operational partners in the respective geographic area Organize field visits for implementation, coordination, referral and HIS.

2.4 ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

- Completion of secondary education with post-secondary certificate/training in health-related clinical qualification.
- Minimum 6 years of previous relevant job experience.
- Excellent working knowledge of English and Arabic. Knowledge of French is an asset.

2.5 DESIRABLE QUALIFICATIONS & COMPETENCIES

- University Degree (with minimum 4 years of experience)
- Experience in working in refugee situations (especially urban setting).
- Experience working with international organizations, (including non-governmental organizations and UN agencies) in field of health and nutrition.
- Training and experience in nutrition, reproductive health, infectious diseases, tropical medicine, HIV and/or community medicine is an advantage.
- Familiar with Microsoft Office applications and internet searching.
